The concept of national unity is deeply rooted in the hearts of the people, the system and mechanism of national work are sound and effective, the research results of national theory are fruitful, the system of national policies and regulations is constantly improved, the ability to grasp and deal with ethnic issues is constantly improved, the party's leadership over ethnic work is more powerful, the training and use of ethnic cadres are paid more attention, and socialist ethnic relations are more consolidated and developed.
Frontier prosperity and opening to the outside world have achieved a new leap. Three. primary mission

Vigorously develop the tourism economy in ethnic areas, dig deep into the connotation of ethnic culture and historical culture, promote the integrated development of tourism and cultural industries, develop characteristic leisure experience tourism, support the development and innovation of ethnic catering, handicrafts and other tourism products, and create a number of ethnic tourism villages and towns, historical and cultural tourism projects and tourist resorts. For rural junior and senior high school graduates who have not continued their studies, the labor reserve system training will be implemented, and training appraisal and living expenses subsidies will be given. Public welfare posts, government investment and posts in state-owned enterprise construction projects in ethnic areas give priority to local ethnic minorities.
2. Improve social security. Achieve full coverage of the new rural endowment insurance, all eligible rural poor people are included in the minimum living guarantee for rural residents, fully subsidize eligible rural medical assistance objects to participate in the new rural cooperative medical system, improve the medical assistance system, and explore the establishment of medical assistance for serious diseases of people in need. 6. Promote ethnic cultural exchanges and cooperation. (five) the implementation of ecological civilization construction demonstration.

Courts, procuratorates, public security organs and ethnic and religious departments can recruit staff who master the spoken and written languages of ethnic minorities through directional training.
3. Strengthen the deployment of minority cadres. When appointing leading cadres at all levels, they should be selected according to the proportion of minority population and ethnic composition to ensure the echelon configuration of minority cadres at different levels. The party and government leading bodies of cities, counties and towns with large minority populations should be equipped with more than one minority cadre. At the end of the Twelfth Five-Year Plan, provincial organs, institutions, mass organizations and leading bodies of provincial key state-owned enterprises should be equipped with at least 1 minority cadres. Maintain 25 world ethnic minorities with more than one cadre as a provincial leading cadre. Strive for the support of the central government and vigorously train and select leading cadres of ethnic minorities at the provincial and ministerial levels.
4. Improve the system of selecting and appointing cadres in ethnic autonomous areas. In places where regional autonomy is practiced, attention should be paid to training and selecting local ethnic cadres. Party committees and government leading bodies in ethnic autonomous areas should be equipped with two or more local minority cadres respectively. The leading bodies of the departments under the organs of autonomous prefectures and counties shall be equipped with more than one minority cadre.
5. Pay attention to training and using cadres who are familiar with ethnic work. Through various channels and ways, improve the national theory, national policies, national laws and regulations and national knowledge level of leading cadres at all levels and grassroots cadres, and take it as an important basis for promoting and using cadres to ensure that cadres of all ethnic groups working in Yunnan are familiar with and do a good job in national work.

Revise, improve and implement the Law on Regional National Autonomy, the Regulations on the Autonomy of National Autonomous Areas and other supporting regulations, and focus on formulating separate regulations on the development of characteristic industries, the development of resettlement, the use of land for construction, environmental protection, the protection and development of resources such as hydropower and minerals. Promote the formulation of legislation and policies on safeguarding national unity, resource development, ecological compensation, urban ethnic work, scattered ethnic work, national cultural heritage protection, national cultural intellectual property protection, ethnic minority language and writing work, and protection of ethnic minority rights and interests. Guide ethnic minority villages to conclude village rules and regulations with ethnic characteristics according to law.
2. Ensure that ethnic autonomous areas exercise their autonomy according to law. Strengthen the research on the administrative management system and preferential policies in ethnic autonomous areas, and make new explorations on the system and realization form of regional ethnic autonomy. Laws, regulations and policies that violate the law on regional ethnic autonomy and are not conducive to the economic and social development of ethnic autonomous areas should be amended or abolished. Vigorously publicize the system of regional ethnic autonomy and support ethnic autonomous areas to celebrate the tenth anniversary.
3. Strengthen the publicity, application, supervision and inspection of national laws, regulations and policies. Vigorously publicize and popularize ethnic laws and regulations, enhance border residents' legal awareness of state, border and border management, and actively carry out legal services. Regularly carry out law enforcement inspection of ethnic laws and regulations, and supervise and inspect the implementation of ethnic policies and development plans and the performance of ethnic work duties. Strengthen the supervision and inspection functions of ethnic work departments and promote the administration of ethnic work according to law.
(eight) the implementation of ethnic theory research and demonstration.
Demonstration goal: to establish a research base of ethnic theory, form theoretical achievements that have great influence at home and abroad and meet the needs of the times, and enrich Socialism with Chinese characteristics's ethnic theory.
1. Support the construction of ethnic theory research institutions. Support ethnic theory societies, universities and scientific research institutions at all levels to carry out ethnic theory research, set up expert committees on ethnic theory research, support the establishment of core journals on ethnic theory and ethnology, and create a positive atmosphere for ethnic theory research.
2. Strengthen the cultivation of ethnic theory research talents. Support the discipline construction of ethnic theory and ethnology, and train leaders, high-level and young researchers of ethnic theory and ethnology. Establish a bidding mechanism for major research projects and reward mechanisms for outstanding achievements, and hold academic seminars and lectures regularly.
3. Promote the innovative development of ethnic theory research. Formulate research plans on major topics of ethnic theory, edit and publish series of ethnic theory, and promote the development of ethnic theory with Yunnan characteristics and Socialism with Chinese characteristics.
4. Deepen the theoretical research of Yunnan ethnic work experience. Promote theoretical research to serve for solving practical problems, strengthen the influence of public opinion and discourse initiative in Yunnan's ethnic work, and build a domestic first-class and internationally influential ethnology and ethnic theory research base.
(nine) the implementation of innovative demonstration of ethnic work.
Demonstration objectives: the national work security system is sound and powerful, the national work mechanism operates efficiently, the channels for cadres and masses of all ethnic groups to express their voices and needs are smooth, and the party and government have close ties with the people of all ethnic groups.
1. Strengthen the construction of ethnic work departments. Further improve the working conditions of ethnic work departments at all levels. Ethnic autonomous areas and areas with heavy ethnic work tasks should strengthen the leadership and staffing of ethnic work departments, which should be regarded as government departments. Provide full-time and part-time assistants and information officers for ethnic work in towns and villages, and arrange corresponding work funds.
2. Strengthen the construction of ethnic work teams. We will build a professional, large-scale and high-quality national work team that can cope with complex situations and contradictions and disputes by means of directional training, on-the-job education, centralized training and multi-post exercise.
3. Strengthen the informatization construction of ethnic work. Build Yunnan ethnic information platform and extend the network to county-level ethnic work departments and towns with heavy ethnic work tasks. Establish a system platform for monitoring and analyzing ethnic relations, emergency handling of emergencies, statistical analysis of economic and social development of ethnic minorities and ethnic areas, propaganda of ethnic unity and public opinion of ethnic work. Establish and improve the information collection, analysis and processing mechanism of national unity and stability.
4. Strengthen urban ethnic work. We will improve urban ethnic work institutions, strengthen and innovate urban social management, establish a service system for ethnic minorities to work, do business, go to school, get employment and train skills, establish a cooperative mechanism for the management of floating population, strengthen legal aid services, safeguard the legitimate rights and interests of ethnic minorities, and help ethnic minorities better integrate into cities and start businesses.
5. Strengthen the work of minority representatives. Improve the management mechanism of ethnic minority representatives and ethnic associations, and give full play to their special role in closely contacting ethnic minorities and promoting national unity. Help ethnic minority representatives solve special difficulties in their work and life, support them to do practical things for all ethnic groups, and organize regular visits and studies.
