Article 2 Undergraduates, undergraduates and postgraduates in institutions of higher learning may apply for studying abroad at their own expense, and keep their student status 1 year after going abroad. College graduates, undergraduates and postgraduates who belong to the unified distribution of the state should obey the distribution of the state, and then apply for and apply for studying abroad at their own expense after going to work.

Article 3 Except as otherwise provided in Article 12 of these Provisions, the examination and approval of students studying abroad at their own expense shall be handled in accordance with the measures prescribed by the public security department. If they are students or employees, the school or unit shall sign an opinion.

Article 4 All expenses of students studying abroad at their own expense, including living expenses, tuition fees, medical expenses and round-trip travel expenses, shall be borne by themselves. Article 7 Students who study abroad at their own expense may return to China to visit relatives, take vacations, practice, etc. during their study abroad. , unlimited times, free to come and go at your own expense. Spouses and children of students studying abroad at their own expense who want to go abroad to visit relatives can be handled according to the regulations of the public security department on going abroad to visit relatives.

Article 8 Before the overseas students go abroad at their own expense, the unit and the competent department shall take the initiative to introduce the relevant regulations on studying abroad and relevant information about going abroad, and give guidance to their overseas majors; After going abroad, the original units and embassies and consulates abroad should take the initiative to keep in touch with them, encourage them to study hard and care about their lives abroad and their relatives at home.

Article 9 The inspection and release of inbound and outbound luggage of self-funded students studying abroad is the same as that of students studying abroad at public expense, and shall be handled in accordance with the Customs Regulations on the Administration of Inbound and Outbound Luggage of Students Studying Abroad in China.

Article 10 After returning to China, students studying abroad at their own expense should arrange their work in line with the principle of consistency in study and application and respect for their wishes. If students need to arrange work across regions and departments, they shall be audited by their subordinate departments or the management departments of scientific and technological cadres of provinces, autonomous regions and municipalities directly under the Central Government and reported to the Bureau of Scientific and Technological Cadres of the State Science and Technology Commission for arrangement; If you are a graduate student, a college student or an undergraduate student, and I want to be assigned by the state, you can contact our embassies and consulates abroad, fill out the Registration Form for the Distribution of Overseas Students Returning to China, and report it to embassies and consulates in China. Article 12 Business backbones of teaching, scientific research, production and other units (assistant researchers, lecturers, engineers, attending doctors and personnel with corresponding titles or above, as well as outstanding literary and artistic backbones, outstanding athletes, business backbones of organs and talents with special skills, etc.). ) and graduate students (including recent graduate students) who apply for studying abroad at their own expense must obtain the consent of the unit where they work, and report to the competent department of the State Council and the administrative department of science and technology cadres of provinces, autonomous regions and municipalities directly under the Central Government for examination and approval according to the affiliation, and handle it according to the method of studying abroad at their own expense (that is, studying abroad at their own expense, but according to the method of studying abroad at public expense). Fifteenth students studying abroad at their own expense, with more than two years of service, will be paid by the original unit within the approved time limit for going abroad.
