(1) Individual cadres are afraid of difficulties. I think there are too many constraints now, and investment projects will involve many problems. The work performance is lack of energy and enthusiasm, which affects the project construction effect to some extent.
(2) The project construction funds are insufficient. Affected by the downward pressure of the national economy, enterprises have a wait-and-see attitude towards the market prospects, and their willingness to invest is not strong enough. Some projects that have started construction have a low rate of funds in place. In addition, the difficulty of financing for enterprises, expensive financing and difficult matching of local funds are also important reasons that affect the project construction.
(3) Some projects have insufficient investment intensity and occupy too much land. The inspection found that some projects with an investment of only tens of millions and an annual output value of only tens of millions cover an area of over 65,438+10,000 square meters. In addition to the land occupied by the factory, there are a lot of idle construction land, and some of them are even used to grow flowers and grass. With the increasing pressure on resources, if we don't pay attention to the intensive use of land, our city will eventually lose this advantage, which will definitely affect the subsequent development.
(d) There are few large and good projects supporting regional economic development. The inspection found that although a number of projects were launched in various places this year, good projects are still rare. Some projects mainly focus on the production of primary products, lacking projects with high technology content, good output benefit, long industrial chain and strong driving ability, which play a supporting role in regional economic development.
(5) It is difficult to supply land for demolition, and sometimes the land planning adjustment is not timely, which affects the project construction progress.
Third, the inspection requirements

(four) as soon as possible to study and solve the problem of reducing financing costs. At present, bank lending funds require avoiding financial risks and maximizing benefits. (3) The land requisition and demolition of the project is very difficult. Judging from the inspection, the difficulty of land acquisition and demolition is still a prominent problem affecting the current project construction. For example, Longnan Agricultural Products (Walnut) Trading Center, Jinping Dam Power Station and other projects have not yet started construction due to unfinished land acquisition tasks; Lanzhou-chongqing railway Longnan Station, Longnan West Station, Orange Station and other issues left over from land acquisition and demolition have seriously affected the project construction progress.
(d) Some projects have a large funding gap. Judging from the inspection, due to the local financial difficulties at the city and county levels, the local matching funds involved in the investment and construction projects in the central budget are difficult to reach the designated position, the financing channels are single, the credit procedures are complicated, and the loan is difficult, which leads to the shortage of funds for some projects and the slow progress of project construction. For example, the flood drainage system project in Chengxian city, Huixian-railway station expressway and other projects, the construction progress is slow because the funds are not in place on time or the gap is large.
Third, several requirements.
(1) Strictly implement the leadership responsibility system. Counties (districts) should strictly implement the project responsibility system for leading cadres, further refine the objectives and tasks, and fully grasp the construction of major key projects listed in the "334 1" project and provinces and cities according to the actual responsible units, responsible leaders and time limits. Leaders should regularly listen to the work report of the lead department, go deep into the project site to carry out investigation and study, actively play their functional role, effectively solve specific problems, and speed up the construction progress of the project, especially for projects with slow construction progress, weak management and low investment, we should focus on tracking and supervising, conscientiously implement rectification measures, and strive to fully complete the annual investment plan of various construction projects.
(two) efforts to speed up the progress of project construction. All counties and districts should firmly grasp the construction time in the last two months, strengthen work measures, increase coordination services, accelerate the construction progress in an all-round way, and strive to do a good job in finishing the project construction this year. For projects that have not started, it is necessary to speed up the preliminary procedures, complete the preliminary work such as land acquisition, demolition, water supply and power supply as soon as possible, and start construction as soon as possible; On the premise of ensuring the quality of the project, further strengthen the construction strength, increase capital investment, speed up the construction progress, and strive to form more engineering objects; For completed projects, it is necessary to speed up the acceptance progress, ensure that completed projects are put into use as soon as possible, and bring benefits into play as soon as possible.
(3) Concentrate on solving the financing problem of land acquisition and demolition. All counties and districts should strive to solve the problems of project construction financing and land acquisition and demolition. We must firmly establish a sense of responsibility, plan and demonstrate a number of major projects, and actively strive for national and provincial project funds; It is necessary to innovate the way of attracting investment, concentrate on introducing a number of project funds, and inject vitality into major project construction; It is necessary to strengthen financing services, organize the docking activities between banks, enterprises and governments, and strive to create financial and credit conditions; It is necessary to develop financial products, activate private investment and constantly broaden financing channels. It is necessary to analyze and study the land acquisition and demolition work item by item, effectively integrate the law enforcement forces of land, construction, transportation, justice, public security and other departments, improve the efficiency of law enforcement, and effectively accelerate the progress of land acquisition and demolition work; It is necessary to do a good job in the ideological work of the masses, safeguard their legitimate rights and interests in accordance with the law, properly resettle the production and life of the people who have been expropriated, and solve the problem of land acquisition and demolition in a timely manner.
(4) Strengthen statistical analysis. All counties and districts should strengthen communication and convergence with the statistical departments of provinces and cities, strictly implement the statistical reporting system of project information, strengthen statistical analysis in accordance with the principle of territorial management, comprehensively sort out the projects under construction, and carry out the "review" of fixed assets investment statistics to ensure that no weight is missed. In particular, it is necessary to track and analyze key projects, pay close attention to the progress of the projects, and urge enterprises to truthfully fill in the data of fixed assets investment, and comprehensively and accurately reflect the completion of fixed assets investment in the county.
