Luotian County belongs to Huanggang City, Hubei Province, which is located in the northeast of Hubei Province, at the southern foot of Dabie Mountain and adjacent to the east. Yingshan, with Xishui in the south, Tuanfeng and Macheng in the west and Jinzhai County in the north, is a famous "hometown of chestnut, sericulture, sweet persimmon and poria cocos" in China.

Luotian was established as early as four years in the Southern Liang Dynasty (AD 523), with a history of 1490 years. It is a veritable "Millennium ancient county". Luotian has a wide variety of animals and plants, which is the core area of plant diversity in Dabie Mountain, an important biological gene bank in Central China and an important national ecological function protection area.

The county covers an area of 2 144 square kilometers and has a registered population of 600,700 (at the end of 20 16) [1]. Jurisdiction over 10, 2 townships, 4 state-owned forest farms and 4 12 administrative villages, including Dabie Mountain National Forest Park, Tiantangzhai Scenic Area, Jiuzihe Town and Shengtai Village.
