Article 1 In order to strengthen hydrological management, standardize hydrological work, serve the development, utilization, conservation and protection of water resources, and promote sustainable economic and social development, according to the Water Law of People's Republic of China (PRC), the Flood Control Law of People's Republic of China (PRC), the Hydrological Regulations of People's Republic of China (PRC) and the Drought Relief Regulations of People's Republic of China (PRC). Article 2 These Regulations shall be observed in activities such as planning and construction of hydrological station network, hydrological monitoring and forecasting, investigation and evaluation of water resources, collection, storage and use of hydrological monitoring data, and protection of hydrological facilities and hydrological monitoring environment within the administrative region of this province. Article 3 Hydrological undertakings are basic public welfare undertakings for national economic and social development. The people's Government of the province shall incorporate hydrology into the national economic and social development plan at the corresponding level, and the required funds into the fiscal budget at the corresponding level to ensure the normal development of hydrological monitoring and give full play to the role of hydrological work in government decision-making, economic and social development and social public services.

City, state and county (city) people's governments shall, according to the needs of economic and social development, support and promote the development of hydrology in their respective administrative areas in terms of policies, measures and capital investment. Article 4 The water administrative department of the provincial people's government is in charge of the province's hydrological work, and its directly affiliated hydrological institutions (hereinafter referred to as provincial hydrological institutions) are responsible for organizing the implementation of specific management work.

Provincial hydrological institutions shall implement industry management on the hydrological work in the whole province, and the hydrological institutions dispatched to cities and states (hereinafter referred to as dispatched hydrological institutions) shall be specifically responsible for the hydrological management within their respective jurisdictions.

The flood control and drought relief headquarters of the municipal and state people's governments shall list the dispatched hydrological institutions as member units. Fifth people's governments at or above the county level shall, in accordance with the relevant provisions of the state and the province, commend and reward units and individuals that have made outstanding contributions in hydrological work. Article 6 The water administrative department of the provincial people's government shall, according to the national hydrological development plan and river basin hydrological development plan, formulate the development plan of the whole province's hydrological undertakings, and after soliciting the opinions of the relevant departments of the provincial people's government such as transportation, shipping and ecological environment, submit it to the provincial people's government for approval and implementation, and report it to the water administrative department of the State Council for the record. Article 7 Hydrological development planning mainly includes hydrological development objectives, hydrological station network construction, hydrological monitoring and information forecasting facilities construction, hydrological information network and operational system construction and safeguard measures. Article 8 The construction of hydrological station network shall implement unified planning, and adhere to the principles of combining river basins with regions, regions obeying river basins, complete functions, reasonable layout, prevention of duplication, and consideration of both the present and the long term. Ninth hydrological station network construction should be organized and implemented in accordance with the development plan of hydrological undertakings and the construction procedures of national fixed assets investment projects.

Hydrological projects and facilities planned and constructed by the provincial people's government shall be included in the financial budget at the same level for their construction, operation and maintenance. Tenth water conservancy projects, large and medium-sized reservoirs, important small reservoirs with flood control tasks, hydropower stations, important water source projects, etc. , should be set up or equipped with hydrological monitoring facilities in accordance with the relevant provisions of the state. Gradually strengthen the construction of urban hydrological monitoring and forecasting infrastructure. Eleventh new construction, renovation and expansion of water conservancy projects need to build or rebuild hydrological stations and hydrological monitoring facilities, which should be designed, constructed and put into use at the same time as the main project, and the cost of new construction or renovation should be included in the project construction investment plan. Article 12 The establishment and adjustment of important national hydrological stations shall be approved by the water administrative department of the provincial people's government and reported to the hydrological institutions directly under the water administrative department of the State Council for the record.

(two) technical personnel with professional knowledge of hydrology;

(3) Necessary technical equipment and measuring instruments for hydrological monitoring;

(4) Other conditions stipulated by laws and regulations.

The cancellation of a special hydrological station shall be reported to the original approval authority for approval. Fourteenth hydrological information forecast by the people's governments at or above the county level flood control and drought relief headquarters, water administrative departments or hydrological institutions in accordance with the provisions of the authority to the public. No other unit or individual is allowed to release hydrological information and forecast to the society.

Hydrological institutions shall, in accordance with the provisions of the water administrative department of the provincial people's government, timely submit hydrological information and forecast to the flood control and drought relief headquarters of the people's government at or above the county level.

Radio, television, newspapers, internet and other news media shall timely and accurately broadcast and release hydrological information and forecasts according to the relevant provisions of the state and the requirements of flood control and drought relief, and indicate the release institution and release time.
