Article 4 The construction of ecological civilization should integrate the concepts, principles, goals, and methods of ecological civilization into all aspects and the entire process of economic construction, political construction, cultural construction, and social construction, and follow the principles of overall planning, emphasis on actual results, participation of the entire people, and promotion in accordance with the law. Article 5 The municipal and district people’s governments shall lead the construction of ecological civilization within their respective jurisdictions. The management agencies of Hengqin New Area and Economic Functional Zone perform the duties of the District People's Government.

Each administrative department shall do a good job in building ecological civilization within the scope of their respective responsibilities. Article 6 The municipal and district people's governments shall formulate ecological civilization construction plans for their respective administrative regions and announce their implementation to the public.

People's governments at all levels and their relevant departments shall prepare annual implementation plans for ecological civilization construction in their respective regions and departments in accordance with the requirements of the ecological civilization construction plan, and determine annual goals and responsibilities. Article 7 People's governments at all levels shall report the implementation of ecological civilization construction plans to the people's congresses at the same level and their standing committees and accept supervision. Article 8 The Municipal People's Government shall establish an Environmental Livability Committee, which shall be composed of experts in relevant fields, representatives of the public and representatives of relevant departments, etc., to review major decisions and major construction projects on the construction of ecological civilization in this city, listen to the opinions of experts and the public, and report to the city The People's Government puts forward deliberation and advisory opinions. Chapter 2 Management of Main Functional Areas Article 10: Delineate ecological protection red lines and implement the main functional area system. The municipal natural resources department organizes the preparation of the city's main functional area plan based on the national and provincial main functional area plans, divides functional areas such as prohibited development areas, ecological development areas, agglomerated development areas, and improvement areas, and clarifies the boundaries and boundaries of each functional area. The principles of positioning, development and control shall be submitted to the Municipal People's Government for approval before implementation.

The main functional positioning of the sea areas under the jurisdiction of this city shall be implemented in accordance with the marine functional zoning of Guangdong Province. Article 11 Prohibited development zones include areas such as nature reserves, forest parks, scenic spots, important water sources, and important wetlands.

It is prohibited to implement compulsory protection in the development zone in accordance with laws, regulations and relevant plans, and to prohibit development activities that are not in line with the main functional positioning, to guide residents to gradually and orderly transfer, and to improve environmental quality. Article 12 Ecological development zones include ecological agriculture development zones and characteristic industry development zones. Industrial and urban development activities are strictly controlled within the ecological development zone.

Ecological agriculture development zones should strictly protect cultivated land and basic farmland and focus on the development of ecological agriculture.

Featured industry development zones should adapt measures to local conditions and focus on developing tourism such as sightseeing and leisure related to modern agriculture and fishery, as well as specialty industries that meet resource conditions. Article 13 Agglomeration development zones include urban high-end industry clusters and urban business service industry clusters.

The urban high-end industrial agglomeration area is divided into high-tech, high-end manufacturing, high-end service industry and other industrial agglomeration areas to promote the centralized development of related industries and enterprises, build an industrial chain that meets the requirements of circular economy, and improve independent innovation capabilities .

Urban business service industry agglomeration areas focus on developing industries such as producer services, headquarters economy, business finance and modern logistics, and improve industry and population agglomeration capabilities. Article 14: Upgrading and improving areas are areas with a high concentration of population and economy. They should accelerate industrial transformation and upgrading, improve various infrastructure and supporting public service facilities, and enhance urban and town functions. Article 15 People's governments at all levels and relevant departments shall promote the development of each region strictly in accordance with the main functional positioning. The preparation of urban and rural planning, land use planning and other plans and the layout of major projects must conform to the main functional positioning of each region. Article 16 The municipal and district people's governments shall, in accordance with the principle of classified management, formulate fiscal policies and investment policies that are in line with the functional positioning of the main entities in each region.
