How to return to Canada after naturalization without being excluded from citizenship by Canada?

Not at present. There is no such provision in the current Canadian nationality law.

However, Canada's ruling Conservative Party is currently proposing to amend the nationality law. The new draft amendment to the Nationality Law stipulates that when applying for naturalization, the applicant must promise to live in Canada after naturalization. According to this regulation, people who are naturalized in Canada in the future may be deprived of Canadian citizenship if they do not live permanently in Canada after naturalization (contrary to the promise made in the oath of naturalization). However, Immigration Canada explained that the above provisions have no retrospective effect, that is, those who have been naturalized in Canada before the formal implementation of the nationality law amendment do not apply the above provisions.

Of course, this draft has yet to be finally approved by Congress. Although some of the contents in this draft have caused great controversy in Canadian society (the above-mentioned clause is one of the most controversial clauses), the ruling Conservative Party is the majority party in Congress, so the new amendment to the Nationality Law is likely to be passed in Congress.
