According to the planning, the total length of Zheng-Wan Railway is 818km, the estimated total investment is 1 195 billion yuan, the design speed is 350km/h, and the construction period is 5 years. The people's governments of China Railway Corporation, Henan Province, Hubei Province and Chongqing Municipality have submitted the Letter on Submitting the Proposal for the New Zhengzhou-Wanzhou Railway Project (Guo Tie Han [2014] No.776). 1. The newly-built Zhengzhou-Wanzhou Railway is conducive to improving the layout of the national express railway network, improving the transportation capacity and quality of the channel, strengthening the connection between the southwest region and the Central Plains and North China, and agreeing to the submitted main construction plan of the project.

Second, the main construction content and technical standards

(1) Main construction contents. The new line runs from Zhengzhou via Pingdingshan, Nanyang and Xiangyang in Hubei to Wanzhou in Chongqing, with a total length of about 785 kilometers.

(2) Functional orientation. This project is a part of the national express railway network, and it is the main railway line in southwest China, Central Plains and North China.

(3) Main technical standards. Railway grade: passenger dedicated line, number of main lines: double lines. The specific technical standards will be further studied and determined in the feasibility study stage.

Three. Investment estimation and sources of funds

The total investment of the project is estimated to be 97.43 billion yuan, including 95.23 billion yuan in engineering investment and 2.2 billion yuan in emu and vehicle procurement. The project is jointly funded by China Railway Corporation, Henan Province, Hubei Province and Chongqing Municipality. The specific capital ratio and financing plan are determined in the feasibility study stage.

Fourth, the next stage of work

(1) In combination with the railway network layout and the functional orientation of this project, we will study and compare the specific technical standards of the project, strengthen the geological survey, and conduct in-depth research and demonstration on the Xiangyang-Wanzhou line scheme.

(2) Strengthen the connection of various modes of transportation, do a good job in comprehensive land development along the line, and broaden financing channels.

(3) Please ask the Development and Reform Commission of Hubei Province to further study and demonstrate the necessity and feasibility of synchronous planning and construction of Xiangyang-Yichang intercity railway in combination with the construction plan of this project.

1. In order to improve the layout of the national express railway network, improve the transportation capacity and quality of the northeast railway passage in southwest China, and promote the economic and social development along the route, it is agreed to build the Zhengzhou-Wanzhou railway.

Second, the main construction content and technical standards

(1) Main construction contents. The line leads from Zhengzhou East Station, passes through Changge, Pingdingshan and Nanyang in Henan, Xiangyang, Xingshan and Badong in Hubei, Wushan, Fengjie and Yunyang in Chongqing, and is connected with Wanzhou North Station of Chongqing-Wanzhou Railway under construction, with a total length of 8 18km. There are 20 stations on the whole line, including Zhengzhou East, Zhengzhou South, Changge North, Yuzhou East, Jiaxian, Pingdingshan West, Guaibei (Yuexing Station), Fangcheng, Nanyang East (Wolong), Dengzhou East, Xiangyang Jin Dong, Nanzhang, Baokang, Xinhua, Xingshan, Badong, Wushan, Fengjie, Yunyang and Wanzhou North.

Three. Investment estimation, funding sources and construction arrangements

The total investment of the project is1180.42 million yuan, including1144.42 million yuan for engineering investment and 3.6 billion yuan for EMU procurement. The sources of funds are: capital accounts for 50% of the total investment, accounting for 5902 1 100 million yuan, Chongqing accounts for 35% of the domestic capital, Henan and Hubei account for 30% of the domestic capital respectively (not lower than the cost of land acquisition and demolition), and the rest will be solved by China Railway Corporation using the railway development fund (the central funds will be determined separately). According to the relevant regulations of the state and local governments, the land acquisition and demolition expenses of Henan Province, Hubei Province and Chongqing City shall be included in the provincial shares of the project with the consent of all shareholders. Funds other than capital use loans from domestic banks such as China Development Bank and China Industrial and Commercial Bank.

Investors such as China Railway Corporation, Henan Province, Hubei Province and Chongqing Municipality set up standardized joint venture railway companies in accordance with the Company Law to be responsible for project construction and management.

Fourth, the next stage is to further optimize the project construction plan, deepen the geological exploration work from Xiangyang to Wanzhou, and ensure the construction safety and project quality. Combined with urban planning, optimize the layout of railway hubs and promote the comprehensive development of railway passenger stations and surrounding land. Strengthen the protection of ecological environment, and earnestly implement the requirements of ecological protection and pollution prevention in construction and operation. Strengthen the work measures to prevent and resolve the risks of social stability.

5. Please ask State Grid Corporation to arrange external power supply and power engineering synchronously to ensure that it is completed synchronously with this project. The Ministry of Industry and Information Technology and the Information Technology Department of the General Staff are requested to provide support and cooperation in the relocation and reform of communications.

It is reported that the National Development and Reform Commission recently commissioned China International Engineering Consulting Company to review the feasibility study report of Chongqing Zhengzhou-Wanzhou Railway. According to the plan, Zhengzhou-Wan Railway will be fully started before the end of 20 15. Zhengzhou-Wanzhou Railway has also become one of the 60 major railway projects that the State Council explicitly requires to start in 20 15.
