Villagers who have the right to use rural land need to build roads because of land management, and shall obtain the consent of the village collective and the land management department, and it is forbidden to illegally and privately change the land use.

If it is a road built by illegally changing land use without permission, it is difficult for villagers to have the right to claim compensation; If a road is legally built, it shall be owned by the collective, and the builder or land user shall have the right to use and supervise it, and the village collective or the state shall give corresponding compensation.
