Relevant departments such as geology and mineral resources, urban construction, environmental protection, and forestry shall, in accordance with the division of responsibilities stipulated by the State Council and the Provincial People's Government, coordinate with the water administrative department to be responsible for relevant water resources management work. Chapter 2 Development and Utilization Article 4 To develop and utilize water resources, comprehensive scientific investigation and investigation and evaluation must be carried out. In areas with insufficient water resources, the development of industrial enterprises with large urban scale and large water consumption must be restricted; if development is really needed, it must be approved by the water administrative department at the next level. Article 9 When exploiting groundwater, the well locations, well spacing and well depths shall be determined in accordance with the principles of combining deep, medium and shallow, exploiting in layers and giving priority to shallow water. In areas where groundwater has been over-exploited, water intake should be strictly controlled, and generally no more wells should be dug. Article 10 In areas prone to salinity, measures such as drainage and improved irrigation technology should be taken to control and reduce groundwater levels. Article 11 People's governments at all levels must strengthen soil and water conservation work. To control water and soil erosion, it is necessary to scientifically deploy biological measures, engineering measures and farming measures based on small watersheds, establish a complete prevention and control system, increase comprehensive benefits, and improve the ecological environment. During mining, road construction, factory construction and other infrastructure and production activities, vegetation and soil and water conservation facilities must be protected. If vegetation and soil and water conservation facilities are destroyed, causing water and soil erosion, the damage must be compensated, treated within a time limit, and restored to the original state. Article 12: In accordance with the principle of whoever invests, who benefits, collectives and individuals are encouraged to build water projects. For jointly constructed water projects, the investment will be shared among the beneficiary units and individuals according to their benefit status. Article 13: If the construction of water projects involves the interests of other regions and industries, the construction unit must seek opinions from the relevant regions and departments in advance, and report to the higher-level people's government or relevant competent departments for approval in accordance with regulations.
The construction of water projects or other construction projects will have an adverse impact on the original irrigation, water supply, flood control, drainage, power generation, shipping, railways, highways and their facilities, or cause problems due to raising or lowering the groundwater level. In the event of waterlogging or other serious consequences, the construction unit must take remedial measures or provide compensation. Article 14 If resettlement is required for the construction of water projects, the funds required for arranging resettlement should be included in the project construction investment plan, and the local people's government should use special funds to be responsible for arranging the lives and production of the resettlement. Chapter 3 Protection of Water, Water Areas and Water Projects Article 15 It is necessary to do a good job in protecting water resources, establish and improve a network of water quantity and water quality monitoring stations, and strengthen the supervision and management of water pollution prevention and control. Hydrology, environmental protection, geology and mineral resources and other departments should provide water quantity and water quality monitoring data to the water administrative department at the same level. Article 16 It is prohibited to set up objects that obstruct the flow of water in rivers, lakes, reservoirs and channels. It is prohibited to dig holes in dams and fixed channels, take out soil, and demolish water engineering facilities. It is prohibited to open up wasteland, dig wells, destroy springs, and cut down trees indiscriminately within the protected areas of springs, lakes, and water sources. It is prohibited to dump or pile garbage, waste residues and other waste into rivers, reservoirs, channels, water cellars, waterlogging ponds and underground water sources, and to discharge or store toxic and harmful waste liquids.
