Legal basis: Article 4 of the Administrative Measures for the Issuance of Ordinary Passports and Entry-Exit Passes of the People's Republic of China

(5) other materials required by the exit-entry administration of the public security organ of the local people's government at the provincial level after being approved by the exit-entry administration of the Ministry of Public Security.
