Regulations of Gansu Province on Education and Training of Farmers

Chapter I General Provisions Article 1 In order to promote and standardize farmers' education and training, and improve farmers' scientific and cultural quality and professional ability, these Regulations are formulated in accordance with the Agricultural Law of People's Republic of China (PRC) and the actual situation of this province. Second units and individuals engaged in education, training, supervision and management of farmers within the administrative area of this province shall abide by these regulations.

The term "farmers' education and training" as mentioned in these Regulations refers to advanced and applicable education and training activities such as agricultural technology, agricultural vocational skills, rural labor transfer and employment skills, and entrepreneurial ability. Third farmers' education and training should adhere to the principles of government-led, overall planning, social participation, resource sharing, teaching according to needs and paying attention to actual results. Fourth people's governments at or above the county level shall establish a joint meeting system for farmers' education and training.

The joint meeting is convened by the leaders in charge of the government, and consists of the heads of relevant departments such as agriculture, human resources and social security, education, science and technology, development and reform, finance, housing and urban and rural construction, water conservancy, forestry, and poverty alleviation and development. The daily office of the joint meeting is located in the administrative department of agriculture of the people's government at the same level.

The joint meeting is responsible for reviewing farmers' education and training plans and annual plans and reporting them to the people's government at the same level for approval; Co-ordinate arrangements for farmers' education and training funds; Guide all departments to organize farmers' education and training, comprehensively coordinate farmers' education and training, and study and solve major problems in farmers' education and training.

Farmers' education and training plans and annual plans shall be compiled by the administrative department of agriculture of the people's government at or above the county level in conjunction with relevant departments. Fifth agricultural administrative departments of the people's governments at or above the county level shall be in charge of the education and training of farmers within their respective administrative areas, and their subordinate farmers' education and training management institutions shall be responsible for specific supervision and management.

Human resources and social security, education, science and technology, development and reform, finance, poverty alleviation and development and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the education and training of farmers.

Township (town) people's governments and villagers' committees shall mobilize and organize farmers to participate in education and training, and assist farmers' education and training institutions to do a good job in farmers' education and training. Article 6 The people's governments at or above the county level shall incorporate farmers' education and training into the national economic and social development plan, and the education and training funds shall be included in the fiscal budget at the same level, which will increase year by year with the economic and social development.

The people's governments at or above the county level shall arrange a certain proportion of special funds for rural industrial restructuring, popularization of science and technology, poverty alleviation and relocation, and education, training and employment of farmers. Seventh people's governments at or above the county level shall formulate policies to encourage and support farmers to start businesses. Article 8 An enterprise shall arrange a certain proportion of staff education and training funds for the pre-job training, on-the-job skills upgrading training and job transfer training of migrant workers.

Encourage enterprises, institutions, social organizations, other social organizations and individuals to participate in or support farmers' education and training through funding and donations. Ninth radio, television, newspapers, Internet and other media should do a good job in the publicity of farmers' education and training. Chapter II System Construction Article 10 The people's governments at or above the county level shall, according to the local economic development level and farmers' education and training level, establish and improve the farmers' education and training service system with reasonable layout, resource sharing and coordinated development.

People's governments at or above the county level shall support farmers' education and training institutions to improve training venues, facilities, equipment and training conditions, guide and encourage all kinds of farmers' education and training institutions to join voluntarily, enhance training capacity, expand training scale and improve training quality. Eleventh people's governments at or above the county level shall strengthen the construction of farmers' education and training teachers, encourage and support training institutions to ensure and improve the working environment and living conditions of training teachers. Twelfth agricultural administrative departments of the people's governments at or above the county level shall be responsible for the formulation and implementation of advanced and applicable agricultural technology, agricultural vocational skills and rural labor transfer skills training policies; In conjunction with the administrative departments of human resources and social security, formulate policies for training farmers' entrepreneurial ability and organize their implementation. Article 13 The administrative department of human resources and social security of the people's government at or above the county level shall be responsible for formulating and organizing the implementation of skills training policies for the transfer of rural labor to urban non-agricultural industries, and formulating preferential policies for the evaluation of professional titles of full-time teachers in farmers' education and training. Article 14 The education administrative department of the people's government at or above the county level shall be responsible for formulating and organizing the implementation of the employment policy for rural junior and senior high school graduates who realize skill transfer through receiving secondary vocational education. Fifteenth administrative departments of science and technology of the people's governments at or above the county level shall be responsible for the formulation and implementation of the education and training plan for demonstration farmers of agricultural scientific and technological achievements. Sixteenth poverty alleviation and development institutions of the people's governments at or above the county level shall be responsible for the formulation and implementation of the education and training plan for poor farmers in poverty-stricken areas. Article 17 The relevant departments of the people's governments at or above the county level shall formulate preferential policies and support measures for farmers' education and training according to the farmers' education and training plans and annual plans, combined with the characteristics of the industry and local conditions, and guide farmers' education and training institutions to compile and produce easy-to-understand training materials and audio-visual materials. Eighteenth relevant departments of the people's governments at or above the county level shall strengthen the industry guidance for farmers' education and training, optimize the education and training resources, set up a practice base for farmers' education and training, and carry out distinctive education and training for farmers.
