The people's government of the town where the reservoir protection area is located is responsible for the water quality protection of the reservoir within its administrative area.
Village (neighborhood) committees assist people's governments at all levels to carry out water quality protection of Gaozhou Reservoir. Article 5 The Municipal People's Government and the administrative department of ecological environmental protection of Gaozhou Municipal People's Government shall be responsible for the unified supervision and management of the prevention and control of water pollution in Gaozhou Reservoir.
The water administrative department is responsible for the supervision and management of water resources protection and comprehensive river management.
The construction administrative department is responsible for the construction of domestic sewage treatment facilities and the disposal, supervision and management of domestic garbage.
Agricultural and rural administrative departments are responsible for the guidance of resource utilization of livestock and poultry wastes.
The administrative departments of development and reform, forestry, finance, public security, health, civil affairs, industry and informatization, natural resources, market supervision and management, transportation, maritime affairs, auditing, etc. shall, within their respective functions and duties, do a good job in the protection of reservoir water quality. Article 6 Gaozhou Reservoir Management Agency is responsible for the protection and management of reservoir water quality within its management scope. Article 7 The Municipal People's Government and Gaozhou Municipal People's Government shall include the funds for water quality protection such as the construction and operation of domestic sewage treatment facilities in Gaozhou Reservoir, pollution prevention, garbage disposal and ecological compensation into the fiscal budget at the corresponding level. Article 8 The Municipal People's Government and Gaozhou Municipal People's Government shall establish a joint conference system for water quality protection of Gaozhou Reservoir to coordinate and solve the following major problems in water quality protection of the reservoir:
(1) Handling of major water pollution accidents;
(2) Comprehensive improvement of water quality;
(three) sewage, garbage, livestock and poultry breeding and other issues;
(4) Forestry ecological protection and development;
(five) water environmental quality monitoring and information release;
(six) other matters that need to be resolved through coordination. Article 9 The Municipal People's Government, Gaozhou Municipal People's Government and relevant departments shall strengthen publicity and education on water quality protection of Gaozhou Reservoir and raise public awareness of water environmental protection.
Newspapers, radio, television, Internet and other media should strengthen the publicity and supervision by public opinion on reservoir water quality protection. Article 10 All units and individuals have the obligation to protect the water quality of reservoirs, have the right to report the acts of polluting the water quality of reservoirs, and have the right to report to the higher authorities or supervisory organs the acts of people's governments at all levels, ecological and environmental administrative departments and their staff who fail to perform their duties according to law.
The competent administrative department of ecological environment shall announce the telephone number and mailing address of the report to the public, and clarify the scope and responsibility of acceptance.
The Municipal People's Government, Gaozhou Municipal People's Government and relevant departments shall commend and reward the units and individuals that have made remarkable achievements in the management of reservoir water quality protection. Chapter II Delimitation of the Scope of Protection Article 11 The scope of Gaozhou Reservoir water quality protection zone (hereinafter referred to as the reservoir protection zone) includes the first-class protection zone, the second-class protection zone and the quasi-protection zone for drinking water sources of Gaozhou Reservoir approved by the provincial people's government, as well as the rainwater harvesting area protection zone.
The scope of the first-class protection zone for drinking water sources includes the waters within 800 meters from the Liangde reservoir area of Gaozhou Reservoir to the urban water supply point and the waters within 1500 meters from the Shigu reservoir area of Gaozhou Reservoir to the urban water supply point.
The scope of the second-class protection zone for drinking water sources includes all waters except the first-class protection zone within 90m of the normal water level line of Gaozhou Reservoir, the river reaches within 3000m of the river course, the rainwater catchment areas within 90m of the normal water level line of Gaozhou Reservoir 1000m, and the corresponding land areas that flow into the waters on both sides of the second-class protection zone of the river course within 200m.
The scope of quasi-protected areas for drinking water sources includes the waters upstream of Gaozhou Reservoir10000m reach, except the first and second protected areas for drinking water sources, and the land within 200m on both sides.
The rain-collecting area protection area refers to all rain-collecting areas in the upper reaches of Gaozhou Reservoir except the first-class protection area, the second-class protection area and the quasi-protection area of drinking water sources. The specific scope of the rain-collecting regional protection zone shall be announced to the public by the Municipal People's Government. Article 12 Gaozhou Municipal People's Government shall set up obvious boundary markers, boundary markers and obvious warning signs at the boundaries of the first-class protection zone, the second-class protection zone, the quasi-protection zone and the rain-collecting zone.
No unit or individual is allowed to move, change or destroy boundary markers, boundary markers and warning signs in reservoir protection areas without authorization. Chapter III Ecological Protection and Pollution Prevention Article 13 The second-class water quality standard of Environmental Quality Standard for Surface Water shall apply to the water quality of the first-class protected areas, second-class protected areas and quasi-protected areas of drinking water sources; The water quality of the protected area in the rain-collecting area shall comply with Class III water quality standard of Environmental Quality Standard for Surface Water.
