Leading cadres who seriously violate disciplines and rules will be dealt with as follows based on the actual situation:
Article 18 of the "Regulations on Punishment of Civil Servants of Administrative Agencies" who commits any of the following acts will be given a record Punishment for serious demerits; where the circumstances are serious, the punishment will be demotion or dismissal; where the circumstances are serious, the punishment will be expulsion:

(6) Leaving the country illegally, or staying abroad in violation of regulations without returning;
(7) Obtaining overseas permanent residence qualifications or acquiring foreign nationality without approval;
(8) Other violations of political disciplines.
Anyone who commits the acts prescribed in Item (6) of the preceding paragraph shall be given the sanction of expulsion; those who commit the acts prescribed in Item (1), (2) or (3) of the preceding paragraph shall be classified as not knowing the truth. Those who are coerced into participating and show repentance after being criticized and educated may be given lighter punishment or be exempted from punishment.
Article 19: Anyone who commits any of the following acts shall be given a warning, a demerit or a major demerit; if the circumstances are serious, he shall be demoted or dismissed; if the circumstances are serious, he shall be dismissed:
(1) Civil servants with leadership responsibilities violate the rules of procedure and decide major matters individually or by a small number of people, or change major decisions made collectively;
(2) Refusing to implement decisions made by superiors in accordance with the law decisions or orders;
(3) Refusing to implement the communication decisions of the agencies;
(4) Refusing to implement the judgments or rulings of the People's Court on administrative cases or the supervision agencies, Decisions made by auditing agencies and administrative reconsideration agencies;
(5) Violating regulations when one should evade without evading, affecting the fair execution of official duties and causing adverse consequences;

(8) Other behaviors that violate organizational disciplines.
Article 20 Anyone who commits any of the following acts shall be given a demerit or a major demerit; if the circumstances are serious, he shall be demoted or dismissed; if the circumstances are serious, he shall be dismissed:
< p>(1) Failure to perform duties in accordance with the law, resulting in avoidable explosions, fires, spread of infectious diseases, serious environmental pollution, serious casualties and other major accidents or mass incidents;(2) Failure to report and handle major accidents, disasters, incidents or major criminal cases or public security cases in accordance with regulations;
(3) For disaster relief, emergency rescue, flood prevention, epidemic prevention, preferential care, poverty alleviation, immigration, relief, Neglect of management of special funds and materials such as social insurance and land acquisition compensation, resulting in the money and materials being embezzled, misappropriated, damaged or lost;
(4) Other behaviors that neglect duties and delay work.
Article 21: Anyone who commits any of the following acts shall be given a warning or a demerit; if the circumstances are serious, he shall be given a major demerit or a demotion; if the circumstances are serious, he shall be dismissed from his post:
(1) Setting or implementing administrative licensing in violation of legal authority, conditions and procedures during administrative licensing work;
(2) Illegal setting or implementing administrative compulsory measures;
(3) Illegal setting or implementation of administrative penalties;
(4) Administrative entrustment in violation of laws and regulations;
(5) Any need for the government, government Tendering, expropriation, urban house demolition, auctions and other matters decided by the department are handled in violation of regulations.
Article 22: Those who commit fraud, mislead or deceive leaders and the public will be given a warning, a demerit or a major demerit; if the circumstances are serious, they will be demoted or dismissed; if the circumstances are serious, they will be dismissed.
Article 23: Anyone who commits corruption, soliciting bribes, accepting bribes, offering bribes, introducing bribes, misappropriating public funds, taking advantage of his position to seek personal gain for himself or others, or having huge amounts of property with unknown sources shall be punished. Article 26: Anyone who leaks state secrets, work secrets, or discloses business secrets or personal privacy acquired during the performance of duties, causing adverse consequences, shall be given a warning, a demerit, or a major demerit; if the circumstances are more serious, If the case is serious, the employee will be demoted or dismissed; if the circumstances are serious, the employee will be dismissed.
Article 27: Anyone who engages in or participates in for-profit activities and holds concurrent positions in enterprises or other for-profit organizations shall be given a demerit or a major demerit. If the circumstances are serious, they will be demoted or dismissed; if the circumstances are serious, they will be dismissed.
Article 28: Anyone who seriously violates the professional ethics of civil servants, has a slack work style, and has a bad work attitude, causing adverse effects, shall be given a warning, a demerit or a major demerit.
Article 29: Anyone who commits any of the following acts shall be given a warning, a demerit or a major demerit. ; If the circumstances are serious, he will be demoted or dismissed from his post; if the circumstances are serious, he will be dismissed:

Article 31: Anyone who takes or injects drugs or organizes, supports, or participates in prostitution, whoring, or pornographic and lewd activities shall be dismissed or expelled.
Article 32: Anyone who participates in gambling shall be given a warning or a demerit; if the circumstances are serious, he shall be given a major demerit or a demotion; if the circumstances are serious, he shall be dismissed or expelled.
Anyone who provides a venue or other convenient conditions for gambling activities will be given a warning, a demerit or a major demerit; if the circumstances are serious, he will be dismissed or expelled.
Those who gamble during working hours will be given a demerit, a major demerit or a demotion; those who fail to mend their ways after repeated admonitions will be given a sanction of dismissal or expulsion.
Those who misappropriate public funds for gambling will be punished by dismissal or expulsion.
Anyone who uses gambling to solicit, accept or offer bribes shall be punished in accordance with the provisions of Article 23 of these Regulations.

Article 35 of the "Regulations on Punishment of Civil Servants of Administrative Agencies" shall impose sanctions on members of the State Council appointed by the decision of the National People's Congress and its Standing Committee.
