Do China people build their own houses in Laos?

For foreign enterprises and foreigners, they need to buy land in Laos, but they can only buy private land. The right to use private land in Laos is permanent. So far, there is no real commercial housing development in Laos. Laos' land is privately owned and has a lot of land, so there is no need to go through the formalities to build a house on its own land.
