If the construction unit cuts corners during the construction, uses unqualified building materials, building components and equipment, or commits other acts that are not in accordance with the engineering design drawings or construction technical standards, it shall be ordered to make corrections, and a fine of more than 2% and less than 4% of the project contract price shall be imposed;

3. If the quality of the construction project does not meet the prescribed quality standards, it shall be responsible for rework and repair, and compensate for the losses caused thereby; If the circumstances are serious, it shall be ordered to suspend business for rectification, lower its qualification level or revoke its qualification certificate.

Article 134th of the Criminal Law of People's Republic of China (PRC) (revised in 2020)

If the crime of major accidents violates the relevant provisions on the safety management of production and operation, causing major casualties or other serious consequences, it shall be sentenced to fixed-term imprisonment of not more than three years or criminal detention; If the circumstances are especially bad, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years.

Whoever forces or organizes others to take risks in violation of regulations, or forces others to take risks in violation of regulations, or does not rule out the hidden dangers of major accidents knowing that there are serious casualties or other serious consequences, shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention; If the circumstances are particularly bad, they shall be sentenced to fixed-term imprisonment of not less than five years.
