Chapter 2 Insurance Registration and Management
Article 6 Rural residents with agricultural household registration in the county who are over 16 years old (excluding school students) and have not participated in the basic pension insurance for urban employees Residents should bring their household registration book, original ID card, and recent one-inch color bareheaded photo (2 photos) to the village committee where their household registration is located to apply for the new rural insurance, select a payment grade, and fill out the "New Rural Social Pension Insurance Registration Form." Article 8 The township office is responsible for the preliminary review of the relevant materials of the insured persons. If correct, the insurance registration information will be entered into the rural insurance information system in a timely manner, and the official seal will be stamped on the registration form. Submit the registration form, a copy of the household registration book, a copy of the resident ID card and other materials to the county agricultural insurance center within a day.
Article 9 The County Rural Insurance Center will review the relevant information of the insured persons. After it is correct, it will confirm the registration information, establish a personal account for them, file the relevant materials in a timely manner, and establish an electronic file. .
Article 10 The main contents of insurance change registration include: name, gender, citizen ID number, date of birth, residential address, contact number, nature of household registration, household registration address and payment level, etc. When any of the above contents changes, insured persons should promptly bring relevant certificates and materials to the village committee to apply for change registration procedures and fill out the "New Rural Social Pension Insurance Change Registration Form". The village co-organizer shall submit relevant materials and change forms to the township office within 3 working days. After the initial review by the township office is correct, the information that needs to be changed will be entered into the agricultural insurance information system in a timely manner, and the relevant materials and change forms will be reported to the county agricultural insurance center within 3 working days. Article 11 If the insured person settles abroad (border), changes the nature of household registration, transfers across counties (cities, districts) or dies, the new rural insurance relationship should be terminated and the registration should be deregistered .
Insured persons (or designated beneficiaries or legal heirs) should submit relevant certificates and materials to the village committee to apply for deregistration and fill out the "New Rural Social Pension Insurance Cancellation Registration Form". The following materials should be provided when applying for deregistration:
(1) Valid identity certificate of the person;

(3) If the household registration is changed to urban household registration, the household registration change certificate should be provided;

Chapter 3 Fund Composition and Payment Standards
Article 12 The new rural insurance fund consists of individual contributions, collective subsidies, and government subsidies.
(1) Individual payment. Residents with agricultural household registration who participate in the new rural insurance must pay pension insurance premiums in accordance with regulations.
The individual annual payment standards are divided into 10 levels: 100 yuan, 200 yuan, 300 yuan, 400 yuan, 500 yuan, 600 yuan, 700 yuan, 800 yuan, 900 yuan, and 1,000 yuan. In principle, the maximum annual subsidy for each insured person shall not exceed 1,000 yuan, and the cumulative subsidy for each insured person shall not exceed 40,000 yuan.
(3) Government subsidies.
1. Central financial subsidies.
The basic pension is tentatively set at 55 yuan per person per month. In the future, the state will adjust the minimum standard of the new rural basic pension in a timely manner based on economic development and price changes.
2. Local financial subsidies. When residents with agricultural household registration participate in the insurance and pay premiums, the local finance department will provide fixed subsidies to the insured persons. The subsidy standard is: a subsidy of 30 yuan for an annual payment of 100 yuan; a subsidy of 35 yuan for an annual payment of 200 yuan; a subsidy of 40 yuan for an annual payment of 300 yuan; a subsidy of 45 yuan for an annual payment of 400 yuan; and a subsidy of 50 yuan for an annual payment of 500 yuan or more (including 500 yuan). The funds required for the subsidy are provided by the provincial finance subsidy of RMB 60 and the county finance subsidy of RMB 40.
3. Subsidies for needy groups. Chapter 4 Insurance Premium Collection
Article 13 The County Rural Insurance Center shall, before the end of each month, provide relevant information on newly insured persons and persons who need to change their bank books in that month. Persons who have registered for the new rural insurance and changed their bank books should go to the financial institution designated by the province with their ID cards to collect their bank books in the month following the registration or change of registration.
New rural pension insurance premiums are paid annually. The insurance premium declaration and payment year is from January 1 to December 30 of each year, and the payment period is from January 1 to October 31 of each year. Insured persons should deposit the current year’s pension insurance premiums in their bank books before the payment deadline.
Article 14 The county agricultural insurance center regularly generates deduction details and transmits the deduction details to financial institutions.
Financial institutions will deduct the full amount of pension insurance premiums from the bank passbook of the insured person based on the deduction details provided by the County Rural Insurance Center (if the amount is insufficient, no deduction will be made). The financial institution will feedback the deduction result information, fund arrival voucher, etc. to the county rural insurance center within 3 working days after the deduction.
The county rural insurance center should promptly import the deduction result information fed back by the financial institution into the new rural insurance information system, and check whether the deduction details and the actual amount received are based on the deduction result information and the fund arrival voucher. consistent. After verification, the county agricultural insurance center will credit the deduction amount to the personal account. The county rural insurance center should promptly prompt the township office to feedback the list of persons who have not paid pension insurance premiums to the village co-organizer. Article 15 If village collectives, other social and economic organizations, and individuals provide subsidies or financial assistance to insured persons for paying pension insurance premiums, they shall submit the "New Rural Social Pension Insurance Collective" to the township office within the prescribed time limit. Article 16 When the new rural insurance pilot is implemented, insured persons over 45 years old who have paid back the pension insurance premiums should go to the village committee to go through the back payment procedures in time and fill in the "New Rural Insurance Premiums" Rural Social Pension Insurance Premium Application Form", and the village co-organizer will report it to the township office within 3 working days. After the review is passed, the person who pays the premium will be notified to deposit the premium to be paid in the bank passbook.
The township office should review the eligibility of the insured persons for repayment. After the review is correct, the repayment information will be entered into the rural insurance information system and the relevant materials will be reported to the county agricultural insurance center within 3 working days.
Chapter 5 Personal Account Management
Article 17 The county rural insurance center is responsible for establishing new rural insurance personal accounts for insured persons. Personal accounts are used to record individual contributions, collective subsidies, government subsidies, other subsidies and interest.
Article 18 After the personal payment of the insured person is received, the county agricultural insurance center will credit the personal payment and the financial subsidy to the insured person into the personal account at the same time, and start from the next month of payment. Interest accrual begins. And regularly notify the insured persons of their personal account status.
Article 19: Personal account deposits are currently calculated annually with reference to the one-year RMB deposit interest rate of financial institutions announced by the People's Bank of China. The settlement year is from January 1st to December 31st of each year.
Article 20. If the insured person dies, his legal heir or designated beneficiary shall go to the county agricultural insurance center to complete the pension insurance termination procedures within one month of the death of the insured person. If there is no legal heir or designated beneficiary, the balance in the personal account will be used to continue paying the pensions of other insured persons.
Article 21 If someone dies during the payment period, the personal account funds, in addition to government subsidies, will be paid to his legal heir or designated beneficiary in one lump sum.
Article 22 If someone dies while receiving pension, the balance of the government subsidy will be deducted from the balance of the personal account, and the remaining portion will be paid to his legal heir or designated beneficiary in one lump sum.
Article 23 If the insured person settles abroad and has acquired foreign nationality, his or her pension insurance relationship will be terminated, and all accumulated principal and interest in the personal account, except for government subsidies, will be returned to the insured person. The balance of the government subsidy is used to continue paying pensions to other insured persons.
Chapter 6 Benefit Payment
Article 24 Conditions for receiving new rural social pension insurance benefits.
(1) Persons participating in the new rural social pension insurance after the implementation of the new rural pension insurance are over 60 years old;

Chapter 7 Management and Supervision of Pension Insurance Funds

Chapter 8 Transfer and Connection of Pension Insurance Relationships

Chapter 9 Supplementary Provisions
