1987, Ye Duzheng initiated the establishment of a major scientific fund project "Observation and Experimental Research on Earth-Air Interaction in Heihe Region" (HEIFE), but it was not applied by the Institute of Atmospheric Physics of Chinese Academy of Sciences, but was hosted by the Institute of Atmospheric Physics of Lanzhou Plateau, which has a more geographical advantage.
Ye Duzheng actively participated in the establishment of the Global Change Science Organization (IGBP), played an important role and contributed a series of scientific ideas: the sensitivity of the transition zone between climate and vegetation, the role of atmospheric chemistry in global change, and the adaptation of "orderly human activities" to global change. After simulation calculation, he pointed out that the impact of large-scale irrigation on climate and hydrology can last for 3 ~ 6 months, thus proving the possibility of human activities affecting climate (called "land memory").
Ye Duzheng made China's climate research a systematic project, involving science, politics, economy, diplomacy and other fields. In the past century, disorderly human activities have led to a sharp deterioration of the environment. Ye Duzheng's research on global climate change, global change caused by land use, making full use of the positive effects of global warming and reducing its negative effects have become the core research contents of the international geosphere-biosphere plan. In 2003, he first put forward the concept of "orderly human activities".
It is the research in the field of global change science that won Ye Duzheng the 48th World Meteorological Organization Award, which was called the Nobel Prize in Meteorology in 2003. The World Meteorological Organization rated Ye Duzheng as "the pioneer of global change research". The secretariat of the China National Committee of the International Geosphere-Biosphere Program evaluates him as: since 1980s, he has made great contributions to the study of global change, atmospheric circulation and climate change, and made pioneering contributions to the study of global change in China.
At the beginning of 2005, Academician Ye Duzheng and Academician Fu Yunbin suggested in the 2005 Scientific Development Report that the state should open up special channels to support China in hosting several major international scientific research projects, so as to "get the latest information and research results as quickly as possible and strive for a greater say in international scientific research".
In June, 2005, Ye Duzheng and eight academicians jointly wrote to the Central Committee, proposing the establishment of a "National Special Advisory Group on Climate Change Science".
