Zhiguan County of Hunan Province plans to set up a sub-prefecture-level city-qi zhou? It is formed by the merger of Qiyang County and Qidong County, with a total population of 654.38+0.9 million and an area of 4,390 square kilometers.

Principle:

1, in line with the principle of directly governing counties, no more prefecture-level units will be added. After adjustment, there are 14 prefecture-level cities and 16 sub-prefecture-level cities in the whole province.

2. After the adjustment, the framework of prefecture-level cities remains basically unchanged, and the population is basically controlled between 2 million and 3.5 million (except Changsha, Zhangjiajie and Fenghuang-Xiangxi).

3, through the merger to form a new sub-prefecture-level city (conducive to the withdrawal of counties and districts), its original county-level units are controlled between 2 and 4, and the total population is basically controlled between 1 10,000 and 2 million people.

3. Sub-prefecture-level cities can greatly reduce their establishment due to the revocation of county-level institutions and the merger of established towns.

4. When conditions are ripe, the second-stage adjustment can be carried out to further increase the number of cities directly under the central government at the sub-prefecture level.

Prefecture-level cities:

Changsha City: It is composed of Yuelu District, Furong District, Tianxin District, Yuhua District, Kaifu District, Changsha County, Wangcheng County and Ningxiang County, which originally belonged to Changsha City. The total population is 4.69 million, covering an area of 6,820 square kilometers.

Zhuzhou City: It is composed of Tianyuan District, Lusong District, Shifeng District, Hetang District, Zhuzhou County and Liling City, which originally belonged to Zhuzhou City. The total population is 2.22 million, with an area of 4 1.73 square kilometers.

Xiangtan City: It remains unchanged from the original Xiangtan City. The total population is 28 1 000, covering an area of 5006 square kilometers.

Yiyang City: It was formed by the merger of Ziyang District, Heshan District, Taojiang County and Anhua County, which originally belonged to Yiyang City. The total population is 3.03 million, covering an area of 8,868 square kilometers.

Chenzhou City: It consists of Beihu District, Suxian District, Guiyang County, Yizhang County, Linwu County and Jiahe County. The total population is 2.64 million, covering an area of 9,283 square kilometers.

Youzhou City: It is formed by the merger of Youxian County, Chaling County and Yanling County, which originally belonged to Zhuzhou City, and Anren County, which originally belonged to Chenzhou City. The total population is 6.5438+0.89 million, covering an area of 8,650 square kilometers.

Hengshan City: It was formed by the merger of Hengshan County, Hengdong County and Nanyue District, which originally belonged to Hengyang City. Total population1130,000, covering an area of 3,043 square kilometers.

Leiyang city: It was formed by the merger of leiyang city, which was originally subordinate to Hengyang City, and the counties and districts of Changning City. The total population is 2.05 million, covering an area of 4,703 square kilometers.
