The base consists of six living quarters. The living quarters are in a big cylinder shape, with a length of 1m and a diameter of 4.5m. They are placed on the lunar surface with the help of the brackets under the cabins. The tops of the cabins are covered with a thick layer of lunar soil to prevent cosmic rays from being irradiated. Because the covering layer is relatively thick, they are covered with cosmic rays. Therefore, it is necessary to build a huge roof with metal pillars, supports and beams above the living quarters to support the weight of the covering layer. Because the base is mainly engaged in scientific research, there are 6 astronauts. One of these three groups of living quarters is for astronauts' daily life, one is for the lunar laboratory, and the other is for logistics support. This kind of living quarters is pre-manufactured on the earth and transported to the earth orbit by space shuttle. Then it will be transported to the moon surface by a large cargo ship.

This design was improved later, mainly by changing the cover and ceiling to concrete, which is made of rocks on the moon. In addition, the large cylindrical metal living cabin was changed to an inflatable structure, and the size and shape of the living cabin depended on the space left under the concrete structure. The main purpose of this improvement was to build the moon base into a place for astronauts to live permanently, and at the same time, the transportation problem of the living cabin was greatly simplified and the transportation cost was increased.
