Nierji Water Control Project is located in the upper reaches of Nenjiang River, with nehe city on the left bank and Molidawa Daur Autonomous Banner in Inner Mongolia Autonomous Region on the right bank. The control basin covers an area of 66,400 km2, accounting for 22.4% of the Nenjiang River basin area, and the average annual runoff accounts for 45.7% of the Nenjiang River basin area.

The board of directors of Nenjiang Nierji Water Conservancy and Hydropower Co., Ltd. has twice adopted the Agreement on Co-construction of Nierji Water Control Project by the Ministry of Water Resources, Heilongjiang Province and Inner Mongolia Autonomous Region, the Investment Agreement of Nierji Water Control Project, the Bidding Scheme and Bidding Plan of Nierji Water Control Project, the main principles of the lump sum agreement on compensation investment for reservoir flooding control, and the company's establishment scheme, articles of association, rules of procedure of the board of directors and rules of procedure of the board of supervisors. The governments of the two provinces and autonomous regions attach great importance to the immigration work, set up specialized agencies and transferred capable cadres. In particular, county, city (flag) immigration agencies have overcome difficulties such as insufficient funds, and have done a lot of work with design units in the aspects of physical index review and resettlement planning and design.

Now, the construction supervisor, resettlement supervisor, design representative and some construction teams have all entered the site, and the preliminary preparation project-the first-phase diversion project has been completed.
