Article 2 The development, utilization, allocation, conservation, protection and management of water resources within the administrative area of this Municipality shall implement the strictest water resources management system.

The strictest water resources management system as mentioned in these Measures refers to the strictest total water consumption control system, water efficiency control system, water function area pollution limitation system and water resources management responsibility and assessment system. Article 3 To implement the strictest water resources management system, we should adhere to the principles of people-oriented, harmony between people and water, government-led, water control according to law, total amount control and scientific water use. The establishment of water resources development and utilization control red line, water efficiency control red line and water function area limit pollution red line. The district and county water administrative departments shall control the total water consumption in their respective administrative areas according to the total water consumption control indicators. Agricultural water users who change the purpose of water intake and supply water to units or individuals other than agricultural irrigation and rural non-operating water users shall change their water intake permits according to law. Units or individuals that use water for agricultural production to engage in other production and business operations shall apply for water intake permits and pay water resource fees according to law.

During the validity period of the water intake permit, if the quantity, source or place, purpose and quantity of water intake have changed significantly, the water intake unit or individual shall re-demonstrate the water resources and apply for a water intake permit. Twelfth water construction projects completed and trial operation expires, the construction project property unit shall submit an application for acceptance to the water administrative department.

Water resources management institutions shall, in accordance with the requirements of the water administrative department, organize the acceptance of water sources, water intake facilities, metering facilities, water-saving facilities, compensation for water intake and occupation of agricultural irrigation water sources, and irrigation and drainage engineering facilities on the basis of water resources argumentation opinions. Thirteenth areas where the total water consumption reaches or exceeds the annual total water consumption control index, the water permit for new construction, renovation and expansion projects will be suspended during the year; Reach or exceed the planning period of total water control indicators of the region, should stop for new construction, renovation or expansion of construction projects for water permits; Areas close to the control target should restrict the development of projects with high water consumption, high pollution, low efficiency and extensive agricultural water use.
