Huaihong New River is a strategic backbone project in the middle reaches of Huaihe River. It belongs to Hongze Lake-Tonghe River system in Huaihe River Basin. The drainage area is 12000 km2, and the total length of major rivers is 12 1 km, including 95 km in Anhui and 26 km in Jiangsu. It flows through Huaiyuan, Guzhen, Wuhe in Anhui and Sihong County in Jiangsu.

Huaihong New River "relays" the flood of Huaihe River in Huaiyuan County of  to Hongze Lake (hence the name Huaihong New River). According to the plan, when there is a once-in-a-century flood in Huaihe River, the maximum flow of Huaihong New River is 2000 cubic meters per second, and the sewage outlet of Tonghe River system east of Huaihe River will be expanded to 12000 square kilometers.

The project started in March 1972, and 1980 was listed as a suspended construction project. The continuation project 199 1 started, which was basically completed in 2003 and completed and accepted in 2004.

Its main function is to discharge the flood in the main stream of Huaihe River, expand the drainage capacity of Tonghe River system, and give consideration to irrigation and shipping. 1. From the date of issuance of this notice to February 3, 20251,new projects will be stopped in the project area of Huaihong Xinhe Irrigation District in Anhui Province (hereinafter referred to as the control area) to control population migration.

The control area includes 35 townships, 4 13 administrative villages and 9 agricultural (forestry, animal husbandry) farms in Guzhen County, Huaiyuan County, Wuhe County and Huaishang District of Bengbu City.

The specific scope shall be announced separately by the project legal person in the form of attached drawings according to the feasibility study report of the project.

Two, in the control area, no unit or individual may build, rebuild or expand projects, and may not develop land and build houses and other facilities, and may not plant perennial cash crops and trees.

Three, in addition to the normal transfer after going through the relevant formalities in accordance with the regulations, couples take refuge and minor children move or take refuge, and active servicemen who have retired from active service, college graduates and released prisoners return to their original places, and it is strictly forbidden to move into the control area. There are no restrictions on giving birth to babies in the control area.

Four, the people's government where the project is located should earnestly strengthen leadership, strictly implement the relevant provisions, and stop the basic construction and population migration in violation of the provisions in the control area according to law.

Five, the project unit in charge or the project legal person shall, jointly with the people's government where the project is located, investigate, register and verify the physical indicators of land acquisition for project construction in the control area in accordance with the relevant provisions, and file a card after being signed by the immigrant head of household or the relocation unit, and the local people's government shall sign opinions.
