Is Algeria a black country or an Arab country?

Algeria is an Arab country in North Africa. The population is mainly Algerian Arabs. The rest are Berbers, blacks and other population types are even; Europa Mediterranean type.

The skin color is slightly darker. (But they are much whiter than black people). Occasionally there are people with black hair and black eyes, and blond hair and blue eyes.
