Yu Xiangyang, director of the Rule of Law Research Center of Shandong Academy of Social Sciences, believes that Shimou is the person in charge of villagers' political work, and he is responsible for the distribution of subsistence allowances in the village. According to Shimou, he could get the passbook with the ID number of the low-income household because the passbook was not strictly controlled. " Zhao Wentao, deputy chief of the Public Prosecution Section of Feicheng Procuratorate, said.
