It is understood that the Lianhu Reservoir Project is an important part of the "Zhejiang Water Network", a control hub to improve the flood control safety of the Oujiang River Basin, and an important measure to serve the layout of the "Zhejiang Water Network" and maintain the ecological health of the Oujiang River Basin. Engineering construction plays an important role in improving flood control safety and water ecological environment, creating conditions for the utilization of water resources in Oujiang River Basin, promoting the transformation of ecological value and ensuring the high-quality economic and social development of Lishui City.

Since the preliminary work of Lianhu Reservoir was carried out, the provincial, municipal and district levels have attached great importance to it. The Provincial Water Resources Department has organized experts to go deep into Xuanpingxi River Basin for technical guidance. Party and government leaders at the city and district levels organized relevant departments to study the construction of Lianhu Reservoir and carry out special investigations; Lianhu Reservoir Construction Leading Group and Lianhu Reservoir Construction Headquarters were established in time.

In the next step, Lianhu Reservoir Construction Management Center will continue to do a good job in the physical investigation and resettlement of land-expropriated immigrants to ensure the rapid and steady progress of all work in the early stage of the project and provide a strong guarantee for the smooth construction of Lianhu Reservoir.

Details of the announcement are as follows

In order to ensure the smooth construction of the Lianhu Reservoir Project in Lishui City and comprehensively and accurately do a good job in the physical investigation of the project area and the flooded area, according to the relevant provisions of the Regulations on Land Acquisition Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects, we hereby notify you as follows:

A, Lishui City, Zhejiang Province, Lianhu Reservoir Project covers an area and submerges the affected area control scope:

(1) Area occupied by the project. Divided into permanent land occupation and temporary land use. It mainly involves Sugang Village, Fan Yao Village and Zhudao Village in Liancheng Street, Dawushan Village, Longyan Village and Hongnan Village in Bihu Town, Zhoutan Village in Laozhushe Town and Huanglingshang Village in Lixin Township.

(2) Reservoir inundation area. It is a frequent inundation area below the normal water level of the reservoir, and also a temporary inundation area above the normal water level caused by reservoir flood backwater, wind and waves, ship traveling waves and ice jam backwater. The normal water level of the reservoir is100m, which includes:

1. Woodland and grassland: below the normal water level;

2. Cultivated land and garden: below meters above sea level;

3. Population and housing: the main stream is below meters above sea level, and the tributaries are below meters above sea level;

4. Professional projects: determined according to flood control standards (GB5020 1-20 14) and related technical standards.

It mainly involves Su Gang Village, Fan Yao Village, Zhudao Village and Huanglingshang Village of Lixin She Nationality Township in Liancheng Street, Liandu.

(3) Reservoir influence area: There is an immersion influence area caused by reservoir impoundment. It mainly involves Su Gang Village, Fan Yao Village and Zhudao Village in Liancheng Street, Zhoutan Village in Liandu and Laozhu She Nationality Town, and Huanglingshang Village in Lixin She Nationality Township.

Two, since the date of this notice, it is forbidden to add new construction projects (including expansion, renovation and house decoration) in the affected areas of the project, and stop going through the relevant examination and approval procedures and stop all kinds of projects under construction. In violation of the provisions of the construction, according to the illegal construction behavior, no compensation.

Three, since the date of this notice, except for newborns, married population and temporary transfer accounts of conscripts, college students, prisoners and other personnel, it is forbidden to move into the project area and flood the affected areas. Persons who move in without authorization in violation of the provisions of this notice shall not be resettled.

Four, after the release of this notice, by the project owner in conjunction with the local government according to the "Lishui City, Zhejiang Province Lianhu Reservoir Construction Work Outline (Draft for Approval)", organize the physical investigation work.

Five, all units, organizations and individuals in the project area and flooded area should strictly implement the provisions of this notice, and actively support and cooperate with the local government and relevant departments to carry out their work. Those who violate laws and regulations to intervene in physical investigation, project construction and resettlement shall be investigated for responsibility according to law.

Six, this notice from the date of promulgation, valid for five years. If it needs to be postponed after the expiration, it shall be reissued by the Zhejiang Provincial People's Government.
