Freshly graduated junior college students, undergraduates and postgraduate students who are uniformly allocated by the state should obey the state's allocation. After arriving at their workplace, they can then apply and handle self-funded study abroad.

3. The examination and approval of self-funded students studying abroad shall be handled in accordance with the methods prescribed by the public security department, except as otherwise provided in Article 12 of these regulations. 4. All expenses for those who study abroad at their own expense, including living expenses, tuition fees, medical expenses, round-trip travel expenses, etc., shall be borne by themselves. If you need to spend miscellaneous expenses for traveling abroad, you can bring your own RMB with the exit certificate issued by the public security department and the entry visa of the country you are going to, and apply to the Bank of China for foreign exchange exchange according to regulations.

5. If current employees study abroad at their own expense, they can generally stay on leave without pay. If they request to resign, they can agree to it. For those who are suspended without pay, their wages will be suspended starting from the month following their departure from the country. If a person who goes abroad for further study returns to work in the country within five years, his/her seniority can be calculated continuously. If a person returns to work in the country after five years, the working time before going abroad and the time he/she works after returning to the country will be combined to calculate the seniority.

6. If self-funded study abroad personnel who have obtained a master’s or doctorate degree (including those who have converted from self-funded to self-funded government-sponsored study abroad) return to work in the country, the state will provide international travel expenses back home.
