Main Responsibilities
(1) Implement national laws, regulations, rules and policies on civil air defense and disaster prevention and relief work, and draft relevant local regulations and government regulations in this city draft, prepare a medium- and long-term development plan for civil defense, and organize its implementation.

(3) Responsible for the management, supervision and inspection of the construction of air defense basements and urban underground protective spaces in this city; work with relevant departments to prepare special plans for urban underground space construction, and develop and utilize urban underground spaces.
(4) Undertake the comprehensive management responsibility for the safe use of civil air defense projects in this city; be responsible for the daily development, utilization, maintenance and safety supervision and management of existing civil air defense projects; formulate technical specifications and management for the maintenance and safe use of civil air defense projects standards and supervise their implementation; participate in urban underground space safety management.
(5) Formulate the city’s urban air raid plan and various support plans, and organize air defense exercises; formulate important economic targets for air defense in accordance with the law, and guide relevant departments and units to implement the protection of important economic targets; be responsible for Beijing Construction, management and maintenance of civil air defense command sites (Beijing emergency command backup center and major earthquake command post); supervise and guide relevant departments and units to establish mass air defense organizations and carry out relevant training and training.
(6) Formulate contingency plans for civil air defense engineering emergencies in this city and organize emergency drills; be responsible for the construction and management of civil defense emergency rescue teams and emergency shelters; and work with relevant departments to build and manage emergency material reserves site; undertake the specific work of the Beijing Civil Air Defense Engineering Accident Emergency Command.
(7) Formulate construction plans, plans and support plans for the local civil defense command communication, command information and civil air defense alarm reporting systems, and organize their implementation; formulate civil defense information construction plans, plans, and organize Construction, use and management of related information systems and network infrastructure.

(11) Responsible for the work of the Civil Air Defense Office of the Beijing Municipal National Defense Mobilization Commission.
