The main responsibilities of the Civil Affairs Department of Guangxi Zhuang Autonomous Region

(1) Formulate plans and policies for the development of civil affairs in the region, draft relevant local laws and regulations, and organize implementation, supervision and inspection.

(2) Undertake the registration, management and supervision responsibilities of social groups, private non-enterprise units and foundations in accordance with the law.

(3) Formulate the district-wide preferential care policy, be responsible for the preferential treatment, pensions, and subsidies for preferential care recipients; be responsible for the disability rating assessment of retired disabled soldiers and state agency staff; be responsible for the commendation of martyrs; be responsible for the autonomous region's support of the military and preferential treatment for their dependents The daily work of the leading group for supporting government and loving the people.

(4) Responsible for the reception and resettlement of retired soldiers, demobilized cadres, retired military cadres transferred to local management and military retired employees without military status in the region.

(5) Formulate the district’s disaster relief and reduction policies, be responsible for organizing and coordinating the district’s disaster relief work, organize the construction of the natural disaster relief emergency system, be responsible for managing and uniformly announcing disaster situations, managing, allocating and distributing disaster relief funds and materials. Supervise the use, organize and guide disaster relief donations, and undertake the daily work of the autonomous region’s disaster relief leadership group.

(6) Take the lead in formulating the district’s social assistance plans, policies and standards, improve the urban and rural social assistance system, and be responsible for the minimum living security, medical assistance, temporary assistance, and assistance for homeless people in urban and rural areas.

(7) Formulate policies for the construction of grassroots mass autonomy and community construction in urban and rural areas of the region, guide the construction of urban and rural community service systems in the region, put forward suggestions for strengthening and improving the construction of urban and rural grassroots political power, and promote the construction of grassroots democratic politics.

(8) Formulate the district’s administrative division management policies and administrative area boundaries and place name management measures; be responsible for the review of the establishment, cancellation, naming, renaming, relocation of government residences, and changes in administrative area boundaries of administrative areas above townships Responsible for the application and approval work; responsible for place name management, undertaking the review and approval work for the naming and renaming of important natural geographical entities and border places; organizing and guiding the determination and management of administrative region boundaries at the provincial, county and township levels.

(9) Responsible for the district’s social welfare undertakings and welfare lottery management. Guide social assistance activities such as social charity, social donations, and mass mutual aid throughout the region to promote the development of charity. Guide the protection of the rights and interests of special groups such as the elderly, orphans and disabled people.

(10) Formulate district-wide policies on marriage management, child adoption and funeral management, be responsible for promoting the reform of marriage customs and funerals, and guide the management of marriage, adoption, funeral and rescue service agencies.

(11) Work with relevant departments to formulate the district’s social work development plans, policies and professional standards in accordance with regulations, and promote the construction of the district’s social work talent team and related volunteer teams.

(12) Undertake other matters assigned by the People's Government of the autonomous region.
