The executive order signed last month banned citizens of seven Muslim-dominated countries from entering the country, which the White House said was because of fear of terrorism. This executive order applies to visa holders and new applicants. According to the State Council, this executive order led to the cancellation of visas for nearly 60,000 people.

According to three people familiar with the matter, the newly drafted executive order will not include existing visa holders, but they warned that there may still be changes before the final executive order is signed.

A White House spokesman did not comment.
