Xizang Autonomous Region's 2006 Enrollment Rules for Colleges and Universities March 2006 14 10:39 Source: China Tibet News Network In order to do a good job in the enrollment of colleges and universities in our region in 2006 and ensure that colleges and universities select freshmen who meet the training requirements, according to the Education Law of the People's Republic of China, the Education Law of the People's Republic of China and the Ministry of Education,

I. Enrollment Principles The enrollment work of colleges and universities in our region implements the principles of fair competition, fair selection, openness and transparency, comprehensive assessment, comprehensive evaluation, and merit-based admission, and the principle of separate grading and proper care for minority candidates in the region.

According to the spirit of the Notice of the People's Government of the Autonomous Region on Approving the Opinions of the Personnel Department of the Autonomous Region and Other Departments on Reforming the Employment System for College Graduates (Zangfa [2003]19), ordinary colleges and universities implement two-way selection and choose their own jobs after enrollment. Majors included in the teacher enrollment plan of Xizang Autonomous Region will be selected in the education system of our district after graduation.

Second, registration.

(1) Registration conditions

1. Those who abide by the Constitution and laws of People's Republic of China (PRC), have graduated from senior secondary education schools or have the same academic qualifications and good health, and meet the following conditions, may apply to take the entrance examination for ordinary colleges and universities:

(1) cadres and workers in our region (including those who aid Tibet), cadres and workers who have worked in Tibet, urban residents, children of farmers and herdsmen, and Tibetan household registration.

Children of cadres and workers of mainland organs who meet the conditions of Item (5) of Article 3 of DocumentNo.. No. [2006] 13 issued by the Tibet government office was registered in Tibet.

Children of cadres and workers in Golmud Office of Xizang Autonomous Region People's Government and Tibet Institute for Nationalities.

(2) Children of employees who meet the requirements of Item (3) of Article 3 of Document No.200613 of Tibet Government Office, and children of investors who have registered industrial and commercial enterprises in Tibet for more than one year, moved to Tibet before July 3, 2005, and obtained senior posts in Tibet before March 20, 2006.

After July 3rd, 20051day, the household registration moved to Tibet, and before March 20th, 2006, the students were allowed to enter the ordinary colleges and universities affiliated to Xizang Autonomous Region.

(3) According to the document number [2006] 13, candidates can only apply for ordinary colleges and universities in the region or non-key ordinary colleges and universities outside the region. They moved to Tibet before July 3, 2005, and obtained the status of senior middle school in Tibet before March 20, 2006.

After July 3rd, 20051day, those who moved to Tibet with their household registration, and obtained the high school status in Tibet before March 20th, 2006, are only allowed to apply for the ordinary colleges and universities affiliated to Xizang Autonomous Region.

(4) Previous students with Tibetan household registration have participated in the general college entrance examination in our district for three years and have been verified by the local (city) admissions office.

2. The following persons shall not be registered:

(1) College students with higher education qualifications;

(2) Students who have not graduated from senior secondary education schools this year;

(three) because of the violation of the criminal law, the relevant departments have taken compulsory measures or are serving sentences.

3. Foreigners who have settled in our district apply for ordinary colleges and universities, and register with the Admissions Office of Lhasa City with the Alien Residence Permit issued by the public security organ of our district.

4. Graduates of secondary vocational and technical schools (including normal schools) can sign up for the entrance examination of higher vocational colleges (hereinafter referred to as "corresponding higher vocational colleges"), or they can sign up for the national unified entrance examination of higher vocational colleges (hereinafter referred to as "national unified examination"), but both of them are not allowed to fill in at the same time.

(2) Time and place of registration

The registration time is from March 2 1 day to March 3 1 day, and it will not be processed after the deadline.

All candidates register at the Admissions Office where their registered residence is located (city), accept the qualification examination for registration, and collect electronic information.

The registration places are located in the local (city) Admissions Office, the Admissions Office of people in Xizang University and the Admissions Office of the Autonomous Region People's Government in Golmud.

(3) Registration method

1. Candidates are required to submit the original and photocopy of their ID card and household registration card when registering, including 8 recent, front, bareheaded, same background, color, ID card photos (front photos) 1 inch, and borrowing candidates are also required to provide 5-inch 1 piece of color photos with the same background.

2. Graduates from secondary vocational and technical schools (including secondary normal schools) also sign up for the entrance examination of counterpart higher vocational education and the national unified examination.

3. The local high school graduates who signed up for the "National Unified Examination" shall go through the collective registration procedures by their middle schools, and the candidates for the military and armed police shall go through the collective registration procedures by the Tibet Military Region, the Armed Police Tibet Corps, the Air Force stationed in Tibet, the Public Security Department of the autonomous region and other relevant departments. Previous high school graduates should register with their high school diplomas, new high school graduates studying outside the district should register with the higher education authorities of their schools, and other candidates should register with the local (city) admissions office with the same educational level.

4. Excellent fresh graduates from secondary vocational and technical schools (including secondary normal schools) and candidates from secondary vocational schools (including secondary normal schools) who continue to study "2 (3)+2" sign up for the entrance examination of "counterpart vocational education", and the schools where they are located shall handle the collective registration procedures uniformly.

5. This year, loan test sites were set up in Tibet Institute for Nationalities and Chengdu. Borrowing candidates should go through the registration formalities at the place where they are registered, and borrowing candidates are not accepted at the borrowing place. Only cadres and workers in Chengdu (including those who aid Tibet), cadres and workers who have worked in Tibet, urban residents and children of farmers and herdsmen are allowed to take the exam.

Borrowing candidates need to submit a written application to the Admissions Office of the domicile (city), and fill in the Registration Form of Borrowing Candidates for College Entrance Examination in Xizang Autonomous Region (hereinafter referred to as the Borrowing Form) accurately and in detail.

6. At the time of registration, candidates need to fill in the relevant forms for collecting registration information and sign the letter of commitment for integrity testing.

7. Candidates must pay the registration fee and examination fee according to the regulations when registering, and the borrowing candidates must also pay the borrowing fee. According to document No.32 [200 1], the registration fee is 10 yuan for each student in 25 yuan and the examination fee is1each student in 50 yuan.

(4) Registration information collection

1. The basic information of candidates is entered, proofread, revised and printed by the local (city) admissions offices, and the candidates sign for confirmation, thus forming the basic information database of local (city) registration.

2. Candidates' image information is collected by electronic digital photography, and it is necessary to ensure that candidates' images are consistent with their test numbers and names, so as to ensure the quality of image information.

3. Candidates must carefully check their registration information and sign the checklist after it is correct; Candidates themselves should be responsible for the consequences caused by their mistakes in reporting.

4. The local (city) Admissions Office is responsible for collecting and summarizing the information of all candidates (including loan candidates) in the local area (city). After verification, the registration information will be made into a CD before April 25, and the CD will be signed with an oil pen for confirmation, and submitted to the Admissions Office of the autonomous region.

5. Before May 10, the Autonomous Region Admissions Office will feed back the information after arranging the examination room to the local (city) Admissions Office, and the local (city) Admissions Office will print the candidates' admission tickets and examination forms.

6. Borrowing candidates will receive the admission ticket at the borrowing place with the original ID card and household registration card. All borrowing centers should effectively strengthen the management of borrowing candidates, strictly review ID cards, household registration cards, and the Borrowing Table, and conduct "three comparisons" with the candidates themselves to prevent the occurrence of disciplinary actions for taking the test.

Third, the exam.

(1) Examination subjects

The subject of the national unified examination for enrollment of colleges and universities in our region is set as "3+ liberal arts comprehensive/science comprehensive". Among them, "3" refers to Chinese (Sino-Tibetan), mathematics (None, Science) and foreign languages. "liberal arts integration" refers to the integration of politics, history and geography. "scientific synthesis"

Refers to the integration of physics, chemistry and biology. Chinese, mathematics, foreign languages, Sino-Tibetan full score 150, liberal arts/science comprehensive volume full score 300, total score 750.

"3+ liberal arts integration" is referred to as liberal arts, and "3+ science integration" is referred to as science. Each candidate must choose one of the arts and sciences subjects to fill in, but not both. Once the application subjects are filled in, they cannot be changed.

Foreign languages in the national unified examination are divided into six languages: English, Russian, Japanese, French, German and Spanish. Candidates can choose one of them. Candidates of foreign languages other than English take the exam in Lhasa.

Candidates who apply for foreign language majors should take the oral English test. The oral English test questions are made by the Autonomous Region Admissions Office, and the local (city) Admissions Office organizes the examination.

Candidates who use the "Chinese Language and Characters" test paper must take the "Tibetan Language and Characters" test, and their scores of "Chinese Language and Characters" and "Tibetan Language and Characters" are respectively included in the total score of 50%.

Except for foreign languages and Tibetan, other subjects must be answered in Chinese. Mathematics, liberal arts synthesis and science synthesis are all Chinese test papers.

(2) Examination time

The national unified examination began on June 7, and the specific examination schedule will be announced separately.

(3) Examination for arts and sports majors

Candidates who apply for arts and sports can choose any one of arts and sciences to take the exam, and they must take a professional extra exam.

Comprehensive college art professional examination and sports professional examination, organized by the Autonomous Region Admissions Office, the specific measures will be notified separately. Without the approval of the Admissions Office of the Autonomous Region, any professional additional examination conducted in our region is invalid.

Four, ideological and political moral assessment, physical examination and file management

(A) the ideological and political moral assessment

1. The examination of ideological and political morality is mainly to examine the actual performance of the candidates themselves. The candidate's school or unit (the candidate who has no work unit is a township or street office staff) should make a comprehensive appraisal of the candidate's political attitude, ideology and morality. The assessment content should be completely and accurately reflected in the candidate registration form.

Candidates who are subject to legal or disciplinary sanctions should provide detailed materials such as the facts of the mistakes made, handling opinions, my understanding of the mistakes and correction performance, and be responsible for their authenticity.

2. In any of the following circumstances, the ideological and political moral assessment is unqualified:

(1) Having words and deeds against the Four Cardinal Principles and the reform and opening up, or joining a cult organization;

(2) Words and deeds that undermine the reunification of the motherland and national unity;

(3) Those with bad moral quality refuse to repent after education.

(2) Physical examination

1. All candidates who apply for colleges and universities must have a physical examination.

The medical examination conclusion made by non-designated medical institutions for candidates is invalid.

3. Physical examination information shall be entered, proofread, revised and printed by the local (city) Admissions Office where the candidates participate in the physical examination, and the candidates shall sign and confirm, forming a local (city) physical examination information database. The information collection of candidates' physical examination in Chengdu Borrowing Examination Center is the responsibility of Lhasa Admissions Office.

4. Military inspection is divided into initial inspection and re-inspection. The initial examination was conducted simultaneously with the physical examination of enrollment in ordinary colleges and universities, and the second examination was conducted in early July. Specific matters will be notified separately. The military inspection shall be carried out in accordance with the "China People's Liberation Army College Entrance Examination Standard" issued by the Third Headquarters of the People's Liberation Army.

5. Borrow candidates to the borrowing place for medical examination.

6. The medical examination fee shall be collected by the medical examination hospital according to the relevant regulations.

(3) File management

1. Candidates' files are the main basis for colleges and universities to investigate and enroll new students, which are divided into two parts: electronic files and paper files.

Candidates' electronic files mainly include five parts: candidates' registration information (including ID number, ideological and political moral appraisal or comments, etc. ), physical examination information, voluntary information, achievement information, and the integrity records of candidates taking the national education examination (mainly referring to the brief facts and handling results of the examination violations). Candidates' electronic files must be consistent with the contents of the corresponding parts of paper media materials such as candidates' registration form, physical examination form, school (professional) volunteer form (card) and candidates' examination results in various subjects. Once the electronic files of candidates are established, no one may change them without authorization.

Candidates must have a complete high school student status file (or personnel file), and the specific measures for establishing electronic files and paper files of candidates shall be implemented in accordance with the relevant provisions of the Ministry of Education and the Education Department of the autonomous region.

4. Anyone who has no archives or archival materials can't meet the specified requirements can't be admitted. The resulting consequences shall be borne by the responsible person (or unit).

5. The accepted candidates will go to the local (city) Admissions Office to receive their paper media documents with the admission notice and admission ticket. When freshmen report for duty, they must bring the admission notice and paper media documents, and go through the relevant formalities according to the time and relevant requirements stipulated by ordinary colleges and universities.

Verb (abbreviation for verb) voluntary report

1. Candidates should choose schools and professional volunteers in the reported subjects according to the enrollment plan announced by the Admissions Office of the autonomous region, and fill in according to the relevant regulations and requirements.

Candidates should carefully read the enrollment regulations of the schools they apply for or get in touch with them directly before filling in their volunteers, and learn more about the types (public, private, etc. ), school status, school location, application requirements and charging standards of the school, don't blindly fill in. The prefecture (city) admissions office and the middle school where the candidates are located should strengthen the guidance for the candidates.

Candidates must be responsible for the authenticity and accuracy of their volunteers, carefully check them, and sign for confirmation after they are accurate. Once the candidate's volunteer form (card) is filled in, it may not be changed. Candidates are responsible for the consequences caused by their own drawing mistakes.

2. Candidates are required to fill in and receive their volunteers at the Admissions Office of the place where their household registration is located (city).

3. The college entrance examination is divided into early admission (undergraduate and junior college), the first batch (key undergraduate colleges and ordinary undergraduate colleges participating in this batch of admission), the second batch (mainly ordinary undergraduate colleges outside the region), the third batch (mainly ordinary undergraduate colleges in the region), the fourth batch (junior college and higher vocational colleges with relatively good students) and the fifth batch (junior college and higher vocational colleges).

4. Colleges (majors) admitted in advance are divided into seven categories: (1) military colleges (including armed police colleges and national defense students enrollment colleges); (2) The majors of reconnaissance, public security management, criminal justice and public security in public security colleges (including police officers and criminal police colleges) and political and legal colleges; (3) Peking University, Tsinghua University, Institute of International Relations, China Youth University for Politics, Beijing Institute of Electronic Technology, etc. (4) Music major; (5) Art majors; (6) Physical education major; (7) Literature and art majors admitted according to art scores.

Each candidate can only choose one type of college and major in the early admission volunteer column, and cannot fill in the report across categories.

5. Candidates who apply for art majors in ordinary colleges and universities outside the region who have not been separately put into the national unified enrollment plan should fill in their admission volunteers separately in advance, and provide relevant materials such as professional joint entrance examination results and contact information of enrollment institutions to the Admissions Office of the autonomous region.

6. Candidates who apply for the normal major must pass the interview.

7. The institutions affiliated to the central ministries and commissions that enroll students in Tibet (including military academies) are limited to their own institutions in principle.

8. The unified arrangement of volunteers will be carried out after the results are announced. Local (city) admissions offices should collect and summarize candidates' volunteer information before June 30, make it into a CD after verification, and report it to the Autonomous Region Admissions Office after signing the CD with an oily pen.

Sixth, the enrollment policy.

(a) candidates who meet one of the following conditions can increase their scores appropriately on the basis of the total score of the candidates' unified examination results, and be admitted by the admissions school. Each candidate can only enjoy one bonus item, and those who meet two or more of them will only enjoy the one with the most bonus points.

1. Ordinary high school graduates were rated as "three good students" and outstanding student cadres in Xizang Autonomous Region in the high school stage (only in Xizang Autonomous Region), plus 10;

2. Ordinary high school graduates with outstanding deeds in high school ideological and political morality (commendation materials from relevant departments at or above Xizang Autonomous Region level are required, and the evaluation is limited to Xizang Autonomous Region), plus 10;

3. Children of martyrs, plus 10;

4. Veterans who have won the third class or above, plus 10;

5. Children of returned overseas Chinese, their relatives, children of returned overseas Chinese, children of returned overseas Chinese, and candidates from Taiwan Province Province, plus 10;

6. Children of farmers and herdsmen in border towns and villages belonging to border counties, plus 10;

8. 9. Ordinary high school graduates who have won the following awards in high school, plus 20 points (subject to the list published by the Ministry of Education, limited to middle schools affiliated to Tibet);

(1) The first prize of the national middle school students' subject Olympic competition at the provincial level and the first, second and third prizes of the national finals;

(2) the first and second prizes of the National Youth Science and Technology Innovation Competition (including the national youth biological and environmental science practice activities);

(3) The first and second prizes of the "Little Scientist of Tomorrow" award activity;

(4) First and second prizes of computer production activities in primary and secondary schools nationwide;

(5) International Science and Engineering Grand Prix;

(6) International Environmental Research Project Olympic Competition.

10. The fresh graduates of ordinary high schools won the top six in major international sports competitions or national sports competitions in the high school stage (subject to the confirmation of the Sports Bureau of the autonomous region, limited to middle schools affiliated to Tibet), plus 20 points;

(4) Candidates who meet one of the following conditions may be given priority in admission under the same conditions as other candidates.

Seven, the handling of acts in violation of regulations

1. Candidates who have obtained the examination qualification or admission qualification by fraudulent means such as false reporting, concealment or forgery or alteration of relevant materials, or the admissions staff or other personnel engage in malpractices for personal gain, shall be disqualified from the examination qualification or admission qualification of the current year; Those who have been admitted or obtained school status shall be disqualified from admission or school status by institutions of higher learning and returned to their registered permanent residence.

The handling of various irregularities of candidates in the examination shall be carried out in accordance with the Measures for Handling Violations of National Education Examination (Order No.2004). Ministry of Education 18).

(four) abuse of power or dereliction of duty in the enrollment work, resulting in heavy losses in the enrollment work;

(five) to participate in illegal enrollment activities of social intermediary organizations or individuals;

(six) in any name and reason to charge candidates fees linked to enrollment;

(seven) other acts that undermine the enrollment work.

The handling of all kinds of violations of the examination staff in the examination shall be carried out in accordance with the Measures for Handling Violations of the National Education Examination (Order No.2004). Ministry of Education 18).

3. One of the following acts, depending on the seriousness of the case, shall be punished by the judicial organs according to the relevant laws and regulations of the state:

(1) Stealing or disclosing the test questions, answers, grading references (including grading rules) and answer sheets during the confidentiality period;

4. For schools that recruit students in serious violation of regulations, according to the Interim Measures for the Implementation of Educational Administrative Punishment, the Provisions on the Establishment of Ordinary Colleges and Universities, and the Interim Measures of the Ministry of Education on the Implementation of the Responsibility System and Accountability for Enrollment in Colleges and Universities, they will be punished for stopping enrollment next year; The person in charge of a school that enrolls students in serious violation of regulations will be held accountable for its leadership. Serious violations and handling results should be notified or made public through the media.

Eight. supplementary terms

1. Some ordinary colleges and universities enroll students through separate examinations, independently select enrollment pilots and military colleges, public security colleges, art colleges (majors) and physical education colleges (majors); As well as the measures for ordinary colleges and universities to recruit students from Hong Kong, Macao and Taiwan, walk students, high-level athletes and artistic talents, shall be implemented in accordance with the relevant provisions of the Ministry of Education.

2. Servicemen applying for colleges and universities shall be handled in accordance with the relevant provisions of the General Political Department of the People's Liberation Army of China.

3. The national defense students trained for the army shall be implemented according to the relevant requirements.

4. The military students who apply for admission to colleges and universities in our region shall be handled in accordance with the Opinions on Further Strengthening the Recruitment of Military and Police Soldiers in Local Colleges and Universities in Tibet (Tibetan Recruitment Committee Zi [2000] 12) and other relevant documents.

5. Excellent fresh graduates from secondary vocational and technical schools (including secondary school students) and students from secondary vocational schools (including secondary normal schools) who continue to study "2 (3)+2" in higher vocational colleges and universities to participate in counterpart enrollment shall be handled in accordance with the relevant provisions of the Education Department of the autonomous region.

6 candidates who fill in the teacher enrollment plan of Xizang Autonomous Region must meet the professional physical examination and interview standards of teachers in the Education Department of the autonomous region. After the new students report, they will be audited by the admission school, and those who fail will be disqualified. The consequences are borne by the candidates themselves.

7. The Education Department of the autonomous region shall be responsible for the interpretation of these Provisions.
