Measures of Chongqing Municipality on the Administration of Higher Vocational Education Grants for Three Gorges Immigrants

Chapter I General Provisions

First, thoroughly implement the Reply of the State Council on the Follow-up Work Plan of Three Gorges Project (Guo Han [201] No.69) and the Decision of Chongqing Municipal People's Government on Vigorously Developing Vocational Education (issued by Chongqing Municipal Committee [20 12] 165438+). The Reply of Chongqing Municipal People's Government on the Implementation Plan of the First Stage of the Follow-up Work in the Three Gorges Reservoir Area (Yufu [2012] No.72) is formulated to encourage Three Gorges immigrants to receive higher vocational education, help them successfully complete their studies, improve their employability and promote the stability and prosperity of immigrants.

Article 2 The term "higher vocational education" as mentioned in these Measures refers to the full-time vocational education at the specialist level implemented by public and private universities, higher vocational colleges and ordinary colleges and universities (hereinafter referred to as colleges and universities) registered with the Ministry of Education.

Article 3 The grants for higher vocational education of Three Gorges immigrants in Chongqing shall be used to finance full-time students of Three Gorges immigrants in Chongqing to receive vocational education at the junior college level.

Chapter II Funding Criteria and Application Conditions

Article 6 The subsidy standard for higher vocational education grants for Three Gorges immigrants in Chongqing is 3,000 yuan per student, which will be distributed in three years, with an annual rate of 1 10,000 yuan. Article 8 The identity conditions for enjoying the grant for higher vocational education of the Three Gorges migrants in Chongqing are: rural migrants who have signed production resettlement sales contracts or living resettlement sales contracts, migrants who move between cities and towns, and migrants who move outside the city; The relocation of organs, enterprises and institutions that have signed compensation and resettlement sales contracts and enjoy subsidies for relocation transportation expenses and relocation losses; Pure resident immigrants who sign resettlement sales contracts and enjoy subsidies for relocation transportation expenses and relocation losses.

Chapter III Application and Approval

Article 9 The application for grants for higher vocational education of Chongqing Three Gorges immigrants shall be led by the education administrative departments of all districts and counties, and jointly organized and implemented by the immigration departments of all districts and counties, and the student financial assistance management centers of all districts and counties shall be responsible for the specific work.

Article 10 First-time students who meet the basic application conditions for grants stipulated in these Measures should apply to the county-level student financial assistance management center where their household registration is located before September 30 each year, and fill out the Application Form for Higher Vocational Education Grant for Three Gorges Immigrants (see Annex 1, which can be downloaded from the portal of Chongqing Municipal Education Commission or collected from the county-level student financial assistance management center). After being examined and sealed by the township, street, organ, enterprise, institution or the competent department of the enterprise, the county immigration department will send (send) it to the county student financial assistance management center where the household registration is located before 10+05. Chapter IV Issuance of Funds

Article 11 The Chongqing Municipal Finance Bureau shall, within 15 working days after receiving the number and total amount of subsidies determined by the Municipal Immigration Bureau in conjunction with the Municipal Immigration Bureau and the Municipal Education Commission, issue the subsidy budget for higher vocational education of the Three Gorges immigrants in Chongqing to the district and county finance bureaus.

Chapter V Distribution, Management and Supervision of Funds

Article 12 The district and county finance bureaus shall, within 10 working days after receiving the municipal financial budget, allocate the subsidy funds to the district and county student financial assistance management centers, and the student financial assistance management centers shall timely and fully distribute the grants for Chongqing Three Gorges immigrants' higher vocational education to the funded students in the form of savings accounts (bank cards), and shall not distribute them in cash, in kind or directly to the parents (guardians) of the students.

Article 13 All districts and counties must strictly implement the relevant financial regulations of the state and the provisions of these Measures, ensure that the grants for higher vocational education for Chongqing Three Gorges immigrants are earmarked for special purposes, and shall not be withheld, misappropriated or misappropriated, and accept the inspection and supervision of the departments of finance, auditing, discipline inspection and supervision.

Chapter VI Supplementary Provisions
