Can drug addicts immigrate to Hong Kong?

Legal analysis: there is no special process for applying for a passport with a history of drug abuse. Notarization with no criminal record is only required when the embassy or consulate of the destination country handles the visa. China's laws do not prohibit this.

The following five categories of people are not eligible to apply for passports:

1. Defendants in criminal cases and criminal suspects identified by public security organs or people's procuratorates or people's courts;

2. The people told that there were unresolved civil cases and they could not go abroad;

3. Being sentenced to a penalty and serving a sentence;

4. Being reeducated through labor;

5. The relevant competent authorities believe that leaving the country will endanger national stability or cause great losses to national interests.

Legal basis: Article 72 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment commits one of the following acts, and shall be detained for more than 10 and less than 15, and may be fined less than 2,000 yuan; If the circumstances are minor, they shall be detained for less than 5 days or fined for less than 500 yuan:

(a) illegal possession of opium less than 200 grams, heroin or methamphetamine less than 10 grams or other small amounts of drugs;

(2) Providing drugs to others;

(3) taking or injecting drugs;

(4) coercing or deceiving medical personnel to prescribe narcotic drugs and psychotropic drugs.
