Not all foreigners coming to China need to apply for this alien residence permit. For example, if they come to China for tourism, visiting relatives, visiting, communicating, inspecting and meeting, they don't need to apply for this certificate. However, foreigners who come to China to work and study for a long time, and journalists in China all need to apply for this card.

This residence permit is issued to foreigners who come to work and study in China, firstly for the convenience of management (visa is an entry permit, but it is only within the jurisdiction of the entry management authority and included in the management scope of the local public security organ), and secondly for the convenience of these foreigners living and working in China (with a permit).
