Main responsibilities of Handan Grain Bureau

Handan Municipal Grain Bureau is the functional department of Handan Municipal People's Government in managing the circulation, allocation and supply of grain and oil, the purchase and sale of grain and oil, and the grain and oil reserve. Its main responsibilities are:

(a) the implementation of national and provincial regulations and policies on the circulation of grain and oil; To study and formulate policies and systems for grain and oil circulation in the city; Guide and deepen the reform of grain and oil circulation system; To study and formulate development plans and annual plans for grain and oil circulation and grain and oil reserves.

(two) to organize the implementation of national and provincial grain ordering tasks; Implement the national grain and oil price policy; Guide and supervise the grain purchase and sale enterprises to implement the national grain purchase and sale policy of public purchase and sale at appropriate prices; Ensure the supply of grain and oil for the army, disaster areas, reservoir migrants and grain-deficient areas.

(three) responsible for the city's total grain and oil balance and variety adjustment; Complete the policy allocation of grain and oil among provinces, cities and counties; Arrange and implement grain import and export plans issued by governments at all levels.

(four) improve the municipal grain reserve management mechanism; Manage the grain and oil reserves of provinces and cities; Organize the purchase, storage, storage, rotation and sales of grain and oil reserves at all levels, and implement macro-control over the circulation of grain and oil in society.

(5) Implementing the Regulations on the Administration of Grain Circulation; Exercise the administrative law enforcement function of grain management, and supervise and inspect the implementation of relevant grain laws and regulations; Guide the law enforcement work of this system; Assist relevant departments to carry out law enforcement inspection on the order of the city's grain market, stabilize food prices and stabilize the market.

(six) responsible for the planning and layout of the city's grain and oil wholesale market construction; To study and formulate policies and measures for the management of the whole city's grain and oil wholesale market, and maintain the order of grain circulation.

(seven) cooperate with the relevant departments to establish and manage the grain risk fund; Formulate a plan for the use of grain risk funds, and organize their implementation after approval by the municipal government.

(eight) to organize the formulation and implementation of the development plan of grain and oil science and technology in the city's grain system, and to promote new technologies; To guide the new product development and technical transformation of grain and oil industry and feed industry in the whole system; Provide technical information for enterprises and help them introduce capital and technical equipment.

(nine) responsible for the safety management of grain and oil storage in the city; Check, guide and implement the national grain and oil standards, grain and oil inspection procedures, systems and methods; To guide and organize the professional and technical training of grain and oil managers, grain and oil reserve management professionals and other personnel.

(ten) responsible for the city's grain circulation industry management; Responsible for the foreign exchange and cooperation of the whole industry; Guide the city's grain enterprises to develop deep processing and diversified management of grain and oil.

(eleven) the implementation of national and provincial financial and accounting laws and regulations; To guide and supervise the financial management of the city's grain system; Responsible for the summary and reporting of all kinds of financial statistical statements of the grain industry in the city.

(twelve) responsible for the city's food system staff education and business technical training; Responsible for party affairs, spiritual civilization construction, leading group construction, discipline inspection and administrative supervision of directly affiliated units.

(thirteen) to undertake other tasks assigned by the municipal party committee and municipal government, and to undertake the suggestions and proposals of the Municipal People's Congress and CPPCC.
