In order to protect the legitimate rights and interests of farmers, the "Implementation Opinions" proposes to improve the rural property rights system, accelerate the confirmation, registration and certification of rural land, and protect farmers' land contractual management rights and homestead use rights according to law. At the same time, promote the reform of rural collective economic property rights system, strengthen the supervision and management of rural collective assets, and safeguard the legitimate rights and interests of collective economic organizations and members. And further establish and improve the rural property rights transfer transaction service system, and promote the open, fair and standardized operation of rural property rights transfer transactions.
