1, reserved village

For the reserved villages, one village and one policy shall be implemented and transformed on the spot. According to the requirements of "transforming the old, building the new, preserving the rural style and upgrading the taste", about 4,000 villages are transformed on the spot every year, preserving the existing roads and village textures, continuing the existing context, and shaping the residential architectural style of "one county with one characteristic" and "one township with one product".

2. Central Village

For the central village, increase or decrease the hook to build a joint village. Every year, about 200 central villages will be built, and on average 1 central village will merge and integrate 3-6 administrative villages, and strive to transform about 5,000 villages in five years to realize the fundamental transformation of farmers' production and life.

3. Merge villages.

(1) Integrate resources and reorganize merged villages in an orderly manner. For villages that do not have production and living conditions, affect natural ecological protection and enhance ecological functions, implement ecological migration;

(2) The hollow villages with a hollowing rate of more than 50% and less than 100 households will be relocated and rectified, and hollow villages with market value will be developed for providing for the aged or taking a leisure vacation;

(3) Villages included in urban planning should be transformed and constructed in combination with new urbanization, some of which will be transformed into urban communities and some will be built into urban beautiful countryside.
