Chapter I General Provisions Article 1 In order to strengthen the management of resettlement funds in Chongqing reservoir area of the Three Gorges Project, ensure the planned use of resettlement funds and ensure the completion of resettlement tasks in the reservoir area, these measures are formulated in accordance with the Regulations on Resettlement in the Construction of the Three Gorges Project of the Yangtze River and the relevant provisions of the state on the management of resettlement funds in the Three Gorges Project reservoir area, and in combination with the actual situation of this Municipality. Article 2 The people's governments at all levels, immigration agencies and immigration units in this Municipality must abide by these Measures in managing and using the resettlement funds for the Three Gorges Project (hereinafter referred to as the resettlement funds). Article 3 The term "resettlement funds" as mentioned in these Measures refers to the special investment arranged by the state for the resettlement project and resettlement work in the Chongqing reservoir area of the Three Gorges Project, including rural resettlement compensation, urban (town) relocation compensation, relocation compensation of industrial and mining enterprises, reconstruction of professional facilities, environmental protection fees, administrative management fees, training fees, scientific research fees, planning fees, survey and design fees, supervision fees, basic reserve fees, resettlement land transfer fees, resettlement land transfer fees, etc. Article 4 The term "resettlement project" as mentioned in these Measures refers to the investment projects of resettlement and inundation treatment in Chongqing reservoir area of Three Gorges Project, which are divided into five categories: rural resettlement, relocation of cities (towns), relocation of industrial and mining enterprises, restoration of professional facilities and environmental protection. Article 5 According to the relevant provisions of the state, the resettlement funds are divided into lump-sum funds according to the resettlement tasks and allocated to the people's governments of counties (autonomous counties and cities) in the reservoir area and relevant responsible units, and the resettlement project funds are implemented as lump-sum funds according to major categories. The people's governments of all districts and counties (autonomous counties and cities) and relevant responsible units shall arrange the use of resettlement funds within the lump sum quota to ensure the timely completion of the resettlement task. Article 6 The resettlement funds shall be uniformly planned, managed at different levels and earmarked. Seventh immigration funds to implement static control and dynamic management. Article 9 Under the leadership of the people's government at the corresponding level, the immigration authorities at all levels shall be responsible for the management of immigration funds at the corresponding level and accept the guidance and supervision of the immigration authorities at higher levels.

Audit departments at all levels are responsible for auditing and supervising the management and use of resettlement funds.

Supervision departments at all levels are responsible for the supervision and inspection of the management and use of resettlement funds. Chapter II Formulation and Implementation of Plans Article 10 The annual immigration tasks and investment plans of this Municipality shall be formulated and supervised by the municipal immigration authorities.

The competent immigration departments of all counties (autonomous counties and cities) in the reservoir area are responsible for the preparation and specific implementation of the annual immigration tasks and investment plans in their respective administrative areas. Article 11 The preparation of the annual resettlement investment plan shall be based on the resettlement compensation investment contract plan and the resettlement plans of counties in Chongqing in the Three Gorges Project reservoir area (hereinafter referred to as the resettlement plans of counties). According to the resettlement progress and annual investment plan of Chongqing in the Three Gorges Project reservoir area and the annual resettlement investment plan issued by the Resettlement Development Bureau of the State Council No.3 Construction Committee, combined with local conditions, the annual resettlement tasks of counties (autonomous counties and cities) and relevant units in the reservoir area are determined, and the corresponding investment quota is implemented according to the resettlement tasks. Twelfth the city's annual immigration tasks and investment plans are formulated according to the following procedures:

(a) Township People's governments, neighborhood offices and resettlement units according to the county resettlement plan, combined with the actual situation of the unit, put forward the resettlement plan for the next year and dynamic input suggestions, and report to the local county (autonomous county, city) immigration authorities within the specified time.

(2) The immigration authorities of all districts and counties (autonomous counties and cities) shall summarize and balance the submitted annual immigration plans and investment suggestions, and form suggestions after examination and approval by the people's government at the corresponding level, and submit them to the municipal immigration authorities within the specified time; The annual immigration plan and investment proposal of the project unit directly under the municipal government shall be directly submitted to the municipal immigration department within the specified time.

(III) The Municipal Immigration Bureau shall summarize and balance the suggestions made by the districts and counties (autonomous counties and cities) and the project units directly under the municipal government, form the city's annual immigration plan and investment suggestions, and report them to the Immigration Development Bureau of the State Council No.3 Construction Committee after being examined and approved by the Municipal People's Government.

(IV) The municipal immigration department shall, according to the relevant provisions of the annual immigration investment plan issued by the Immigration Development Bureau of the State Council Construction Committee and these Measures, and in combination with the actual situation of this Municipality, prepare the annual immigration tasks and investment plans of the whole city, and issue them to the competent immigration departments of all districts and counties (autonomous counties and cities) and the directly affiliated project units for approval, and report them to the Third Construction Committee of the State Council Immigration Development Bureau for the record. Thirteenth the city's annual resettlement tasks and investment plans in the resettlement project funds in accordance with the following provisions:

(a) city (county) infrastructure relocation costs, industrial and mining enterprises relocation costs, professional facilities renovation costs, environmental protection costs directly arranged in the project;

(two) the relocation of the city (county) to the county (autonomous county, city) as a unit to arrange the construction area and funds;

(3) Living arrangements for rural migrants: the number of migrants, construction area and funds are arranged by towns;

(four) the production resettlement of rural immigrants, should be arranged in the township resettlement number and funds;

(five) the infrastructure construction of the relocation of market towns, with towns as investment units;

(six) the relocation of urban housing to the township as a unit to arrange housing area and investment.
