Children of rural poor people's minimum living guarantee families, children of urban residents' minimum living guarantee families, children with financial difficulties caused by emergencies, orphans, disabled children, only children of low-income families, two-woman families and children of revolutionary martyrs. The proportion of students who enjoy the living allowance for boarding students is determined by 65% of the total number of boarding students in the rural compulsory education stage in the whole region.

Among them: ethnic autonomous counties and border counties (including counties enjoying ethnic autonomy and border treatment) implement 100% full coverage; Other counties (cities, districts) are determined by the Finance Department and Education Department of the autonomous region according to the per capita net income of farmers in the previous year.
