Measures of Chengdu Municipality on the Administration of Key Projects

Chapter I General Provisions Article 1 In order to strengthen the whole process management of key projects and ensure the smooth implementation of key projects, these Measures are formulated in accordance with the Measures for the Administration of National Key Construction Projects and other relevant laws and regulations, combined with the actual situation in Chengdu. Article 2 These Measures shall apply to the determination and management of municipal key construction projects and key pre-projects (hereinafter referred to as municipal key projects). (five) major projects in science and technology, culture, education, health, sports, tourism and other social undertakings;

(6) Major projects utilizing foreign capital;

(seven) major projects for the construction of modern logistics facilities. Article 4 Those that meet the requirements of Article 3 of these Measures and can start construction in that year shall be identified as key construction projects; Do not have the conditions to start, identified as key projects. Development planning, economy, construction, foreign trade, finance, science and technology, statistics, auditing, planning, land, earthquake, transportation, environmental protection, electric power, municipal utilities, informationization, agriculture and animal husbandry, water conservancy, forestry, tourism and other relevant departments shall, in accordance with the provisions of relevant laws, regulations and these Measures, do a good job in the guidance, management, supervision and service of key projects within their respective functions and duties. Article 6 The relevant district (city) and county governments and project authorities shall be responsible for supporting funds, land acquisition and demolition, resettlement, external supporting conditions coordination services and situation tracking according to the construction scale and reasonable construction period of key projects. Chapter II Procedures for Approval Article 7 Key municipal projects shall be determined once a year and reported according to the following procedures:

(a) municipal departments and district (city) county development planning department, according to the project affiliation, the department, the region in line with the provisions of Article 3 of these measures are summarized, in 6+0 1.30 a year before the city key projects office to declare the next year's city key project plan.

(two) non-government investment projects without competent departments, in line with the provisions of article third of these measures, the project owners can voluntarily apply to the municipal key projects office for the next year's municipal key project plan.

(three) the government investment projects related to the national economic and social development of this Municipality, which are not declared, can be directly included in the list and plan of key projects of this Municipality. Article 9 The Municipal Key Projects Office shall, in accordance with the principle of Article 3 of these Measures, summarize and screen the projects submitted by various departments, district (city) and county governments and project owners, solicit opinions from relevant departments, and prepare the annual list and plan of suggestions for key municipal projects after comprehensive balance according to needs and possibilities. Chapter III Management of Key Pre-projects Article 13 The Municipal Key Projects Office shall establish a repository of major projects in the whole city, and incorporate the proposed projects in the next 2-3 years into the repository for dynamic management. Fourteenth key preliminary projects, such as project proposal, feasibility study report, preliminary design (or budgetary estimate) and planning, land, environmental protection, construction and other preparatory work, must be submitted for approval and handled in accordance with the procedures prescribed by the state, province and city. Fifteenth project authorities are responsible for the screening, reporting and implementation of external conditions of key pre-projects in this industry, and report the progress of the project to the municipal key project office regularly or irregularly. Sixteenth municipal key projects office is responsible for tracking key preliminary projects, participating in pre-feasibility study, feasibility study, preliminary design (or budget) and other evaluation activities, timely grasping the project situation, and coordinating and solving related problems. Seventeenth municipal development planning, economy, construction, planning, land, finance, electric power, transportation, environmental protection, municipal utilities, earthquake and other relevant departments. , responsible for providing policy advice and business guidance for key preliminary projects, and providing convenient and fast services in the examination and approval, construction application and other links. Eighteenth key projects should be included in the key construction projects after the preliminary design approval. Chapter IV Management of Key Construction Projects Article 19 The municipal key construction projects shall be strictly managed by the project authorities and project owners in accordance with the relevant provisions of the state, province and city.
