According to the division of labor information published on the website of the Water Resources Department over the years, Lv Yingming has been in charge of Lechangxia Water Control Project for many years and concurrently serves as the "general commander" of the project construction. He has published academic papers such as "Brief Analysis of Construction Opportunities of Lechangxia Water Control Project" and "Summary of Key Technologies of Lechangxia Water Control Project".

Lechangxia Water Control Project, located in Lechang City, Shaoguan, is a key project of water conservancy construction in Guangdong, focusing on flood control. According to reports, after the completion of the project, the flood control standard of Lechang City will be raised from the current once every ten years to once every fifty years.

During his tenure as deputy director of the Water Resources Department, Lv Yingming was also in charge of the Construction Management Department, Construction Management Center, Quality Supervision Station, Cost Station, Provincial Hydropower Project Quality and Safety Supervision Center, Provincial Water Conservancy Project Safety Management Center, Planning Department, Science and Technology Exchange and Cooperation Department, and Provincial Reservoir Resettlement Administration, coordinating flood control and watershed management in Beijiang River Basin and contacting Beijiang River Basin Administration.
