Winning the Bid

The Bailongjiang Water Diversion Project was invited to bid in June 2022. The winning bidder was the Fourth Bureau of China Water Resources. The Fourth Bureau of China Water Resources Bureau for the Bailongjiang Water Conservancy Project in Longnan, Gansu signed a 50 million contract. Responsible for the construction and planning of the Bailongjiang water diversion project.

The Bailongjiang water diversion project is a major strategic project in Gansu Province. The project plans to divert water from the upper reaches of the Bailong River, a tributary of the Jialing River in Gansu Province, to supply water to 20 counties (districts) in three cities (Tianshui, Pingliang, and Qingyang) in Longdongnan, Gansu Province, and to 24 counties (districts) in four counties (districts) in Yan'an City, Shaanxi Province.

The overall layout of the Bailongjiang water diversion project is to build a new Daigusi Reservoir downstream of the existing Daigusi Power Station hub in Diebu County. After drawing water from the Daigusi Reservoir, it will pass through the two barriers of the West Qinling Mountains and Liupan Mountains through the main water transmission line. Near the boundary line between Gansu and Shaanxi in Huachi, a water diversion outlet is set up along the line to transport water through the main water transmission line to the reserve reservoir at the end of the water receiving area.

The project draws up a reservoir construction and storage regulation plan for the first part of Daigu Temple. The water source project is Daigu Temple Reservoir. The normal water storage level of the reservoir is 1804.00m, the total storage capacity is 408 million m?, and the regulated storage capacity is 313 million m?. The dam type is Concrete faced rockfill dam with a maximum dam height of 151m. The design flow rate at the head of the main trunk line is 34.06

m?/s, with a total length of 489.50km, all located in Gansu. There are 9 water distribution outlets along the main line: Wushan, Zhangjiachuan, Zhuanglang, Huating, Kongtong, Zhenyuan, Qingyang, Qingcheng, and Yan'an, followed by Tianshui, Zhangqing, Huachongling, Kongjing, and Zhenyuan Nine trunk lines including Qingyang, Qinghuan, Huachi and Yan'an supply water to water-receiving areas and counties, with a total length of 837.64km, of which the Yan'an trunk line has a total length of 233.33km. There are 23 equipment water reservoirs at the end of the main line, with a total regulated storage capacity of 50.15 million m2, of which 18 are newly built and 5 of the existing and planned reservoirs are utilized.

The total construction period is 90 months, and the total investment in project construction is 65.6 billion yuan. The project's preliminary demonstration work was officially launched in 2012, and the project was included in the State Council's list of 172 major water conservancy projects for water conservation and water supply.
