What do COE and PVA mean when studying abroad?

"PVA" refers to "before visa allocation" signed in advance for evaluation. Receiving PVA means that your materials have basically passed the preliminary examination of the embassy.

"COE" means "confirmation of admission", which is a receipt sent by the school to the Immigration Bureau to prove that you have paid the tuition. In a sense, it is also equivalent to the admission notice.
