Chapter 1 General Provisions Article 1 In order to strengthen the industry self-discipline management of consulting engineers (investment), clarify legal responsibilities, standardize professional behavior, ensure service quality, and promote the healthy development of the engineering consulting industry, according to the "State Council Decision on the Reform of the Investment System" (Guofa [2004] No. 20), "Decision of the State Council on Cancellation and Adjustment of the Sixth Batch of Administrative Approval Projects" (Guofa [2012] No. 52), "Measures for the Qualification of Engineering Consulting Units" (National Development and Reform Commission Order No. 29) and relevant national laws and regulations, these Measures are formulated. Article 2 The term "Consulting Engineer (Investment)" as mentioned in these Measures refers to those who have legally obtained the "Consulting Engineer (Investment) Professional Level Certificate of the People's Republic of China" (hereinafter referred to as the "level certificate") in the China Engineering Consulting Association (hereinafter referred to as the "China Engineering Consulting Association"). Those who have passed the registration with the Consulting Association) and obtained the "Registration Certificate for Consulting Engineers (Investment) of the People's Republic of China and the People's Republic of China" (hereinafter referred to as the registration certificate). Article 3 Consulting engineers (investment) are the core technical force of the engineering consulting industry. The quality of the engineering consulting services they provide is related to the scientific level of investment decision-making, the quality and benefits of investment and construction, and the sustainable development of the economy and society. Article 4 Consulting engineers (investment) shall abide by relevant national laws, regulations and regulations, abide by industry conventions and professional ethics, enhance service awareness and social responsibility, adhere to the principles of independence, impartiality, objectivity and science, and conscientiously perform engineering consulting service contracts. Article 5 The National Development and Reform Commission (hereinafter referred to as the National Development and Reform Commission) is responsible for guiding the development of the national engineering consulting industry. The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps are responsible for guiding the development of the engineering consulting industry within their respective administrative regions.

China Consulting Association is a self-regulatory organization in the engineering consulting industry, responsible for the management of consulting engineers (investment) nationwide. The engineering consulting associations of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps shall be responsible for the relevant management of consulting engineers (investments) within their respective administrative regions in accordance with the requirements of the China Consulting Association, and accept the supervision and inspection of the China Consulting Association. Article 6 The management of consulting engineers (investment) includes registration services, practice inspections, continuing education and other management matters. Article 7 Consulting engineers (investment) shall voluntarily participate in continuing education, learn and master new engineering consulting theories, new technologies, new methods and new policies related to engineering consulting, and continuously improve their professional quality and professional level. The continuing education measures for consulting engineers (investment) shall be separately formulated by China Consulting Association. Chapter 2 Registration Services Article 8 Personnel who have obtained a proficiency certificate and applied for registration shall choose and can only choose one engineering consulting unit as their practice unit at the same time. If the practice unit does not have engineering consulting qualifications, those who meet the registration conditions will obtain pre-registration qualifications valid for one year. Article 9 Registration services are divided into four categories: initial registration, change registration, continued registration and cancellation registration. Article 10 Registration services are handled centrally every year, and the processing time and relevant specific requirements will be announced to the public two months in advance by the China Consulting Association. Article 11 The Engineering Consulting Association of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps is the preliminary review agency for consulting engineer (investment) registration services, and is responsible for the acceptance and preliminary review of consulting engineer (investment) registration applications within its own administrative region. . Article 12 Persons applying for registration shall submit the application materials to the preliminary review agency within the specified time. If the application materials are incomplete or do not comply with the prescribed form, the preliminary review agency shall promptly inform the applicant of all content that needs to be supplemented and corrected. Article 13: After accepting the application, the preliminary review agency shall submit preliminary review opinions and submit them to the China Consulting Association within the specified time. China Consulting Association organizes experts to review the application materials, registers those who pass the review and issues registration certificates and professional seals. Section 1 Initial Registration Article 14 Applicants shall apply for initial registration based on their major, work experience and engineering consulting performance. Applicants can apply for up to two majors.
