I think you should check with ICA first to see if your PR status has been cancelled. Because you got the PR in 2003, your REP should expire in 2008, but you haven't been to Singapore since 2006, and you haven't updated your REP, so basically PR has been cancelled a lot, but let's ask.
If it hasn't been cancelled, it will really smell good. Then apply for a new representative.
