In order to do a good job in supporting the resettlement of large and medium-sized reservoirs in our province, safeguard the legitimate rights and interests of immigrants, and ensure the smooth implementation of the resettlement support policies for reservoirs, according to the Opinions of the State Council on Improving the resettlement support policies for large and medium-sized reservoirs (Guo Fa [2006]17), combined with the actual situation of this province, the following opinions are put forward.

First, the object of later support

Rural migrants from large and medium-sized reservoirs with household registration in Shandong Province include those directly under the central government, those from large and medium-sized reservoirs managed by our province, those from other provinces involved in our province and those who moved into our province after the approval of the Three Gorges Project.

Second, the late support standards and support period

For immigrants included in the scope of support, 600 yuan will be subsidized every year.

Immigrants who moved in before June 30, 2006 and were included in the scope of support will be supported for another 20 years from July 2006 1; Immigrants who moved after July 1 2006 and were included in the scope of support will receive support for 20 years from the date of completion of relocation.

Third, the late support mode

Late support funds can be directly distributed to individual immigrants, as far as possible to individual immigrants; Project support can also be implemented; You can also use a combination of the two.

Fourth, determine the principles of later support.

Adhere to development priority and ensure stability;

Adhere to "one try and two abilities";

Adhere to respect for the wishes of immigrants and listen to the opinions of the people in immigrant villages;

Adhere to the village as the unit and the county (city, district) as the main body, "one village and one style";

Adhere to the interests of immigrants first, and let immigrants directly benefit as much as possible.

Fifth, determine the methods and steps of later support.

When determining the later support mode, we should directly face the masses and determine it on the basis of fully respecting the wishes of immigrants and listening to the opinions of the masses in immigrant villages. The scope of listening to the opinions of the masses in scattered resettlement villages should be reasonably determined by the natural villages or villagers' groups involved in the adjustment of production materials by immigrants.

If the resettlement villages are relocated as a whole, and the resettlement villages are scattered, and the later support funds can be directly distributed to individual immigrants, they should be distributed to individual immigrants as much as possible, or project support should be implemented, or a combination of the two. Production resettlement villages should implement project support.

The mode of support needs to be decided by the villagers' congress or the villagers' congress, and it can also be determined by issuing a form for soliciting opinions.

The villagers' committee shall, taking the village (group) as the unit, put forward the draft support model in the later period on the basis of soliciting the opinions of immigrants and the masses in immigrant villages, and publicize it for not less than 5 days. After the publicity is passed, it shall be audited by the township (town) people's government, summarized by the reservoir, and submitted to the county (city, district) people's government for approval within 5 days. If the publicity fails, the villagers' committee shall resubmit the draft and publicize it again. Two publicity is still uncertain, the township (town) people's government shall, within 5 days, put forward the draft measures to support the county (city, district) people's government for approval.

County (city, district) people's government shall, within 3 days, summarize the examination and approval results with the reservoir as the unit and report them to the Municipal People's government for examination and approval. The Municipal People's Government shall, within 3 days, summarize the reservoir as a unit, and sign opinions and submit them to the provincial people's government for verification.

Safeguard measures of intransitive verbs

Before the integration of reservoir resettlement management institutions, the relevant cities and counties (cities, districts) should set up a leading group for resettlement work of water conservancy and hydropower projects, with an office under it to be responsible for specific work, clarify functions, enrich personnel and implement funds.

The province sent a supervision team, the city sent an inspection team, the county (city, district) sent a task force, and the county (city, district) and township (town) sent a resident working group.

All levels of development and reform, water conservancy, finance, public security, civil affairs, agriculture, letters and visits, transportation, statistics, population and family planning, labor and social security, immigration and other departments and engineering construction management, design and other related units should cooperate closely and actively cooperate with the research group (group) to carry out the work. It is necessary to give full play to the role of rural grass-roots organizations, guide immigrants to actively participate, and do a good job in determining the support methods for immigrants in the later period.

Personnel training shall be managed by grading training. The province is responsible for the training of relevant departments directly under the provincial level, migrant workers' cadres and relevant personnel of pilot units, the city is responsible for the training of migrant workers' cadres directly under the provincial level, and the county (city, district) is responsible for the training of migrant workers in relevant departments directly under the county level and townships (towns) and villages. The relevant departments at the provincial level are responsible for the training of the staff of this system.

Implementing the national policy of supporting reservoir migrants in the later period is an important task to help reservoir migrants get rid of poverty and become rich, promote the economic and social development of reservoir areas and resettlement areas, ensure the healthy development of water conservancy in the new period, build a harmonious society, build a new socialist countryside and maintain social stability. People's governments at all levels and relevant departments should attach great importance to it, strengthen leadership, make careful arrangements, strengthen supervision and inspection, and put an end to violations of discipline. Offenders will be seriously investigated for the responsibility of the person in charge of the relevant unit and the person directly responsible in accordance with relevant regulations. Those who violate the law shall be investigated for responsibility by judicial organs according to law.

In accordance with the principle of territorial management and graded responsibility, the people's governments of counties (cities, districts) should earnestly do a good job in emergency handling and letters and visits in their respective areas to ensure social stability.
