Chapter I General Provisions Article 1 In order to promote the whole society to save energy, improve the efficiency of energy utilization, and protect and improve the environment, these measures are formulated in accordance with the provisions of the Energy Conservation Law of People's Republic of China (PRC) and relevant laws and administrative regulations, combined with the actual situation of the autonomous region. Article 2 These Measures shall apply to energy conservation within the administrative area of the autonomous region (hereinafter referred to as energy conservation) and related management activities. Article 3 The autonomous region shall implement the energy-saving target responsibility system and the energy-saving assessment and evaluation system, and take the completion of energy-saving targets as the content of the assessment and evaluation of the people's governments at or above the county level and their responsible persons. Fourth people's governments at all levels should strengthen the leadership, coordination, supervision and inspection of energy conservation work, and promote energy conservation work.

The Economic and Information Commission of the People's Government of the Autonomous Region (hereinafter referred to as the administrative department of energy conservation of the autonomous region) is responsible for the supervision and management of energy conservation within its administrative area.

The energy-saving supervision institutions subordinate to the energy-saving administrative department of the autonomous region are specifically responsible for the daily supervision and inspection of energy conservation. The administrative department of energy conservation of the people's government of a city or county (city or district) divided into districts shall be responsible for the supervision and management of energy conservation within their respective administrative areas. Article 5 The departments of development and reform, housing and urban and rural construction, transportation, science and technology, finance, agriculture and animal husbandry, land and resources, environmental protection, quality supervision and statistics of the people's governments at or above the county level shall be responsible for the supervision and management of energy conservation within their respective functions and duties, and accept the guidance of the energy conservation administrative department at the same level. Chapter II Energy Management Article 6 The energy conservation administrative department of the autonomous region shall, jointly with relevant departments, establish an energy conservation information service platform, improve professional basic databases such as energy conservation statistics and energy conservation standards, set energy consumption limits per unit product for high energy-consuming products, regularly publish information on new energy-saving products and technologies, and provide energy conservation guidance and services to the society. Article 7 The statistical department of the autonomous region shall, jointly with the administrative department of energy conservation of the autonomous region, regularly announce to the public the energy consumption and energy conservation of cities divided into districts and major energy-using industries. Article 8 The quality and technical supervision department of the autonomous region shall, jointly with relevant departments, formulate local energy-saving standards that are stricter than the mandatory national energy-saving standards and industry standards, and report them to the State Council for approval according to law after being audited by the people's government of the autonomous region. Except as otherwise provided by laws and regulations. Where national and industrial standards for energy conservation have not been formulated, the quality and technical supervision department of the autonomous region shall organize the formulation of local standards in accordance with the principle of advanced technology and economic application. Article 9 The autonomous region shall implement an energy-saving evaluation and review system for fixed assets investment projects. The feasibility study report or project application report of fixed assets investment projects shall include energy-saving analysis articles (chapters). Tenth energy production and business units should save energy, reduce energy consumption and put an end to waste in the process of energy production, management, transportation and storage. Energy-using units shall establish energy-saving management systems, formulate energy-saving plans, implement energy-saving measures, and use energy reasonably and effectively. Eleventh prohibit the following acts of energy use:

(a) new construction and expansion projects that do not meet the mandatory energy-saving standards;

(two) projects that do not meet the mandatory energy-saving standards are put into production;

(three) the production, import and sale of energy-using products and equipment that do not meet the mandatory energy efficiency standards;

(four) the use of energy-using equipment and production technology that have been explicitly eliminated by the state;

(five) other acts of excessive energy consumption and serious waste of energy. Chapter III Rational Utilization and Conservation of Energy Article 12 The people's governments at or above the county level shall promote the optimal development, utilization and rational allocation of energy resources, promote the adjustment of industrial structure conducive to energy conservation, and optimize the energy consumption structure and enterprise layout. Thirteenth industrial enterprises should develop, produce and use clean energy and energy-saving and environmental protection equipment with low energy consumption and low pollution, take reducing energy consumption as the focus of technological transformation, give priority to financial support, and promote energy-saving technological transformation of enterprises. Fourteenth metallurgical industry should implement the recycling of blast furnace, coke oven, converter gas and other wastes and harmful solids; Chemical, metallurgical, building materials, textile and other industries should develop and use energy recycling technologies such as waste heat utilization, condensed water recovery and boiler differential pressure power generation. Fifteenth new industrial parks and industrial bases should implement the production mode of energy-saving cycle; When planning parks and bases, energy utilization planning and energy-saving schemes should be formulated at the same time. When an industrial park or industrial base with centralized steam (gas) supply and heating conditions is rebuilt or expanded, the planning and implementation plan for centralized steam (gas) supply and heating shall be formulated. Article 16 Encourage the upgrading of low-efficiency boilers and kilns, transform existing boilers with mismatched main and auxiliary machines and low automation and system efficiency, and adopt new dry cement kilns, energy-saving tunnel kilns and other energy-saving industrial kilns. Article 17 The construction, design, construction and supervision activities of construction projects shall conform to the building energy efficiency standards.

Where the state has not formulated building energy efficiency standards, the administrative department of housing and urban and rural construction of the autonomous region shall organize the formulation of local building energy efficiency standards and their supporting technical specifications according to the development level of building energy efficiency in the whole region. Eighteenth relevant departments in the preparation of urban planning, the layout, shape, orientation, ventilation and greening of buildings should meet the requirements of building energy efficiency.

New buildings should adopt new walls and other new building materials, and encourage the installation and use of renewable energy utilization systems such as solar energy.
