First, how to divide the responsibility for car accidents without slowing down at intersections?

1. If an accident occurs at an intersection without slowing down, the party who does not slow down shall bear the responsibility provided that others do not violate traffic laws. The responsibilities for car accidents are divided as follows:

(1) If a road traffic accident is caused by one party's fault, it shall take full responsibility;

(2) If a road traffic accident occurs due to the fault of two or more parties, they shall bear primary responsibility, equal responsibility and secondary responsibility respectively according to the role their actions played in the accident and the severity of the fault;

(3) The parties are not at fault for causing road traffic accidents. If it is a traffic accident, neither party is responsible.

2. Legal basis: Article 44 of the Road Traffic Safety Law of the People's Republic of China.

When a motor vehicle passes through an intersection, it shall pass under the command of traffic lights, traffic signs, traffic markings or traffic police; When crossing an intersection without traffic lights, traffic signs, traffic markings or traffic police command, you should slow down and let pedestrians and vehicles with priority pass first.

Second, how long will the traffic accident responsibility book come out?

The traffic administrative department of the public security organ shall make a traffic accident determination within 10 days from the date of investigation of the site.

In case of a hit-and-run traffic accident, a traffic accident identification shall be made within ten days after the hit-and-run person and vehicle are seized.

If inspection or appraisal is needed, a traffic accident confirmation shall be made within five days after the inspection, appraisal or re-inspection and appraisal results are determined.
