Shangluo Vocational and Technical College enrolled 46 students with the specialty of "Rural Medicine" 20 1 1 without the permission of Shaanxi Provincial Health Department (rural medicine requires the consent of both the Education Department and the Health Department). Facing graduation, these students were told that they could not take the assistant doctor exam. The students went to the school to ask about it, but the school chose to change majors, nursing and pharmacy.
