I. Losses and measures

1. Domestic residents who lose their passports before leaving the country shall report the loss to the public security organ in the place where they lost their passports in time, and after obtaining the report loss certificate, they shall file with the public security exit-entry administration organ that originally issued the passports. And publish a statement in the provincial newspaper or the newspaper designated by the provincial public security organ at the place where the passport was lost or where it was originally issued or where the current account is located. The public security organ at or above the municipal level where the account is located accepts the application for passport renewal and conducts examination. Passports can only be reissued after three months from the date of loss reporting.

2. China citizens who lose their passports abroad should report the loss to the relevant departments of the host country and publish it in the newspaper, and apply for a replacement passport to our embassy (or consulate or other overseas institutions authorized by the Ministry of Foreign Affairs). After being examined by the Exit-Entry Administration of the Ministry of Public Security or the original issuing authority, the foreign organ that accepts the application shall issue the passport or travel permit of the People's Republic of China as appropriate.

3. China citizens who lose their passports during their short-term return to China can report the loss to the nearest public security organ and make a statement in the newspaper, and apply to the exit-entry administration department of the local public security organ for a replacement. After checking with the original issuing authority or the entry-exit port inspection authority, the organ accepting the application shall, according to the actual needs of the applicant, issue a new passport or a People's Republic of China (PRC) Entry-Exit Pass in time. Applicants holding the People's Republic of China (PRC) Entry-Exit Pass will apply to Chinese embassies and consulates abroad for a new passport after returning to their country of residence.

Two, the passport was lost before leaving China, go through the formalities.

1. First inform the Immigration Bureau of the loss of passport and visa, and then inform the school to postpone the start date.

2. Report the case to the lost police station and obtain the report certificate.

3. Publish a loss statement in a newspaper designated by the local exit-entry administration at or above the municipal level.

4. Bring my ID card and household registration book, and go to the local entry-exit administration office to go through the passport replacement formalities with the above two certificates. The prescribed time limit for the formalities is 3 months.

5. After obtaining the passport, get in touch with the Shanghai Embassy, submit the report certificate and the copy of the loss report statement to the person in charge of the Embassy, and go through the visa subsidy procedures.

Article 11 Under any of the following circumstances, a passport holder may apply for a new or reissued passport in accordance with regulations:

(1) The passport is about to expire;

(2) The passport visa page is about to run out;

(3) The passport is damaged and cannot be used;

(4) The passport is lost or stolen;

(5) Other circumstances in which a passport needs to be renewed.

Passport holders applying for renewal or replacement of ordinary passports shall submit their applications to the exit-entry administration department of the public security organ of the local people's government at or above the county level where their household registration is located; In foreign countries, I will submit it to the people of China, China's embassies and consulates abroad or other overseas institutions entrusted by the Ministry of Foreign Affairs. After returning to China, China citizens who have settled abroad apply for renewal or replacement of ordinary passports, which shall be submitted by themselves to the exit-entry administration department of the public security organ of the local people's government at or above the county level.

The renewal or replacement of diplomatic passports and official passports shall be handled in accordance with the relevant regulations of the Ministry of Foreign Affairs.
